This book examines the European Left's attempt to think and give shape to an alternative type of European integration-a 'social Europe'-during the long 1970s. Based on fresh archival material, it shows that the western European Left-in particular social democratic parties, trade unions, and to a lesser extent 'Eurocommunist' parties-formulated a project to turn 'capitalist Europe' into a 'workers' Europe'. This project favoured coordinated measures for wealth redistribution, market regulation, a democratisation of the economy and of European institutions, upward harmonisation of social and fiscal systems, more inclusive welfare regimes, guaranteed employment, economic and social planning with greater consideration for the environment, increased public spending to meet collective needs, greater control of capital flows and multinational corporations, a reduction in working time, and a fairer international economic order favouring the global south. During the pivotal years following 1968, deeply marked by labour militancy, new social movements, economic crisis, and the unmaking of the 'postwar compromise', a window of opportunity opened in which European integration could have taken different roads. The defeat of 'social Europe' was a result of a decade-long social conflict which ended with the affirmation of a neoliberal Europe. Investigating this forgotten struggle and the reasons of its defeat can be useful not just to scholars and students eager to understand the historical evolution of European integration, the European Left, and European capitalism, but also to anyone interested in building alternative European and global futures.

Certains gouvernements et présidents des IVe et Ve Républiques ont su marier, avec bonheur, relance de l'unité et influence de la France en Europe. Si dans les années d'après-guerre, la politique française de construction européenne a été fondée sur la recherche de sécurité pour la France et la marque du rang, mais également un peu sur l'idéal, au temps de Guy Mollet, le général de Gaulle a raté l'occasion d'unir l'Europe occidentale. Deux présidents de la République, Valéry Giscard d'Estaing et François Mitterrand, ont pourtant ouvert des routes nouvelles pour sortir l'Europe de l'enlisement, après le premier élargissement, en s'appuyant sur la coopération franco-allemande. Le premier a inventé le Conseil européen et le second, en collaboration avec Jacques Delors, a mené à bien l'Acte unique puis le Traité de Maastricht. Certes, la référence fédéraliste de la Déclaration Schuman du 9 mai 1950 n'a plus jamais été affichée, mais les dirigeants français ont accepté de nouveaux partages de souveraineté, une fois délimités les domaines de la subsidiarité. Si pour tous, il ne peut exister encore d'État européen centralisé ou fédéral, le développement de la co-souveraineté entre pays de l'Union est souhaité, pourvu que la France y trouve l'occasion de faire partager une philosophie politique fondée sur son histoire et de faire de l'Union un acteur des relations internationales. Faire l'Europe sans défaire la France: c'est concilier l'objectif d'unité européenne et la possibilité de maintenir les ambitions et la cohésion de la nation. Cet ouvrage est enrichi d'une table chronologique sur les politiques françaises de construction européenne.

"More than 30 years have elapsed since Robert Schuman's declaration of 9 May 1950 and the signature on 18 April 1951 of the Treaty of Paris establishing the European Coal and Steel Community. The time has come for the European Community to take stock. Both as a unique economic and human experiment, and as a reality endowed with powerful legal instruments, this singular phenomenon needs to be examined from the standpoint of history. The establishment of the Community was completed with the conclusion of the Treaties of Rome creating the European Economic Community and the European Atomic Energy Community. Its institutions have undergone several stages of development, including the merger of the executives, the creation of own resources, the extension of Parliament's budgetary powers and the creation of a Court of Auditors. At the same time the Community was putting into effect the fundamental principles of free movement of goods, persons, services and capital, and developing the common policies which are laid down in the Treaties or which proved necessary in order to attain, in the course of the operation of the common market, one of the objectives of the Community. On two occasions it has been enlarged by the accession of further European States, first Denmark, Ireland and the United Kingdom, and subsequently Greece. It has also commenced negotiations with a view to the admission of Spain and Portugal. The progress made by the Community is reflected in a vast range of legislation binding on Member States, firms and individuals, and in the body of case-law built up by the Court of Justice in Luxembourg. The Commission wished to provide a work of reference for lawyers which did not assume any familiarity with questions of Community law. It asked eminent specialists in the subject from the various Member States to make individual contributions to Thirty years of Community law so as to trace the development of the Community, summarize the progress achieved in the various sectors and examine the difficulties which the Community has had to face. Each author was allowed the fullest freedom of expression. Defending ethics in sport is vital in order to combat the problems of corruption, violence, drugs, extremism and other forms of discrimination it is currently facing. Sport reflects nothing more and nothing less than the societies in which it takes place. However, if sport is to continue to bring benefits for individuals and societies, it cannot afford to neglect its ethical values or ignore these scourges. The major role of the Council of Europe and the Enlarged Partial Agreement on Sport (EPAS) in addressing the new challenges to sports ethics was confirmed by the 11th Council of Europe Conference of Ministers responsible for Sport, held in Athens on 11 and 12 December 2008. A political impetus was given on 16 June 2010 by the Committee of Ministers, with the adoption of an updated version of the Code of Sports Ethics (Recommendation CM/Rec(2010)9), emphasising the requisite co-ordination between governments and sports organisations. The EPAS prepared the ministerial conference and stepped up its work in an international conference organised with the University of Rennes, which was attended by political leaders, athletes, researchers and officials from the voluntary sector. The key experiences described in the conference and the thoughts that it prompted are described in this publication. All the writers share the concern that the end result should be practical action - particularly in terms of the setting of standards - that falls within the remit of the EPAS and promotes the Council of Europe's core values.
