La défense de l'Europe occidentale et, plus généralement, la sécurité européenne, préoccupent de plus en plus vivement nos contemporains. La solution de ces problèmes est évidemment liée à la forme politique que les Européens sauront donner à leur territoire. Pour tenter de déterminer les objectifs accessibles en matière de défense, et ceux qui restent hors de portée, il peut être intéressant d'étudier, dans une optique stratégique, les ressources économiques et militaires actuelles de la future Europe. C'est pourquoi la F.E.D.N. a voulu que deux études soient menées sur ce sujet, avec des approches et des sensibilités différentes. Elle en présente simultanément les résultats dans ses cahiers numéros 15 et 16. Le cahier n° 15 : « Le deuxième pilier. Données et réflexions sur la sécurité européenne » est dû à Jean-Paul Pigasse, journaliste (« Les Échos »), licencié en droit, diplômé de sciences politiques, vice-président du C.E.S.T.E. (Cercle d'études de stratégie totale), directeur de « Défense et sécurité » (Centre de recherches sur les problèmes stratégiques et militaires), qui a publié de nombreux articles dans les revues « Stratégie », « Défense nationale », « Politique étrangère ». Le cahier n° 16 : « Le désir d'Europe. L'introuvable défense commune », est l'œuvre de deux auteurs : André Brigot, titulaire d'une maîtrise ès-lettres, diplômé de l'Institut d'études politiques de Paris, enseigne les sciences économiques et sociales. Dominique David, licencié en histoire, diplômé d'études supérieures de droit public, diplômé de l'Institut d'études politiques de Paris. Tous deux sont attachés de recherches au Centre d'études politiques de défense (C.E.P.O.D.E.) de l'Université Panthéon-Sorbonne (Paris I).
