يتفق الرأي على اختلال التوازن بين السلطة السياسية ومسئوليتها عن هذه السلطة، ولما كان وجود سلطة غير مسئولة يناقض القاعدة القائلة: حيث تكون السلطة تكون المسئولية، فقد حاولت هذه الدراسة جاهدة معالجة اختلال التوازن القائم بين هذه السلطة وتلك المسئولية في نظام سياسي بعينه، هو النظام السياسي البرلماني، وركزت بالذات على ظاهرة الاختلال القائم بين سلطات رئيس الدولة ومسئوليته في هذا النظام. وقد اقتضت هذه الدراسة في بعض مواضعها الهامة، عقد مقارنات بين النظام السياسي البرلماني، وباقي الأنظمة النيابية السياسية الديمقراطية الأخرى، أي النظامين السياسيين الديمقراطيين الرئاسي وحكومة الجمعية؛ لبيان أنه أضحى من العسير التمييز بينهما في ضوء التطبيقات الدستورية المعاصرة، كما اقتضت هذه الدراسة في شأن تطبيق بعض مبادئ النظام السياسي البرلماني، معرفة رأي بعض النظم السياسية البرلمانية في هذه المبادئ لدول تخرج عن نطاق الدراسة المقارنة. وتنقسم هذه الدراسة إلى أربعة أبواب كالآتي: الباب الأول: تناول فيه المؤلف عموميات في النظام السياسي البرلماني، ومن ثَمَّ عرض فيه لخصائص النظام السياسي البرلماني وتطوره التاريخي في النظام الإنجليزي، ولمحة تاريخية عنه في النظام السياسي المصري. الباب الثاني: تناول فيه بحث نظرية السلطات في النظام السياسي البرلماني، من خلال بيان العلاقة بين هذا النظام ووضع الوزارة فيه اختيارًا واختصاصًا، ومن خلال بيان علاقته بالسلطة التشريعية، شكلًا وتكوينًا واختصاصًا، ومن خلال بيان علاقته بطريقة اختيار رئيس الدولة. الباب الثالث: تناول فيه بحث الدور التشريعي لرئيس الدولة في النظام السياسي البرلماني، مع فصل خاص عن رأي الفكر السياسي الإسلامي من النظام السياسي البرلماني والدور التشريعي لرئيس الدولة. الباب الرابع: تناول فيه بحث موضوع حل البرلمان في النظام السياسي البرلماني، وبدأ فيه بوضع عموميات عن هذا الموضوع، من حيث تحديد السبب في الحل وضماناته وآثاره، ثم عرض لمعرفة وضع حق الحل في إنجلترا وفرنسا ومصر.
