È solo una questione di contagio sociale o sono stati i lombardi ad aprirle le porte? Giuseppe Gennari, magistrato tra i maggiori esperti di criminalità organizzata, risponde a queste domande svelandoci una realtà solo parzialmente conosciuta attraverso le pagine di cronaca nera dei giornali, ma che invece ormai permea ampi settori dell'economia - si pensi al monopolio del movimento terra e al recupero crediti, all'acquisizione di importanti imprese impegnate nella realizzazione di opere pubbliche e al controllo dei venditori ambulanti di panini - e coinvolge un lunghissimo elenco di insospettabile gente "comune" (commercialisti, bancari, medici, impiegati, avvocati, carabinieri, poliziotti). Perché oggi sempre più spesso "la 'ndrangheta veste in giacca e cravatta e si nasconde dietro il volto di uomini d'affari apparentemente irreprensibili", non commettendo specifici reati ma moltiplicando le capacità di guadagno grazie ad aziende che si sono lasciate sedurre dalla prospettiva di facili introiti, all'omertà di tanti imprenditori compiacenti e delle impaurite vittime di usura e, come emerso di recente, agli stretti rapporti con alcuni politici che cercano o accettano voti dalle famiglie mafiose concedendo in cambio favori. Per ricostruire la storia della penetrazione e il profilo della mafia calabrese al Nord, Gennari prende spunto da alcuni casi che ha seguito personalmente, dall'operazione "Parco Sud" a quelle "Tenacia" e "Caposaldo" - che si sono concluse con centinaia di arresti e hanno reso evidente la capillarità dell'infiltrazione mafiosa - alla vicenda di Lea Garofalo, la figlia di un boss diventata collaboratrice di giustizia e barbaramente assassinata nel 2009. E, tra interrogatori, pedinamenti e sentenze, ci spiega i meccanismi giudiziari all'interno dei quali i magistrati si trovano a operare, permettendoci di capire perché troppo spesso assistiamo ad assoluzioni apparentemente incomprensibili e perché i politici si salvano quasi sempre. Le fondamenta della città è un monito a guardare sotto una nuova luce la realtà della criminalità organizzata, perché - ci dice Gennari - solo con un'assunzione di responsabilità collettiva potremo estirpare un male che rischia di minare la nostra società: sarebbe un errore pensare che la soluzione di questo problema possa essere delegata a giudici, pubblici ministeri e poliziotti. Un'efficace azione repressiva è, sì, fondamentale, ma non sufficiente, perché "oggi siamo in fondo al precipizio. Sino a quando non vincerà l'idea che il rispetto della legalità, il bene della collettività, la protezione delle generazioni future valgono più degli interessi personali nulla potrà veramente cambiare".
