In its thirtieth session the Commission reviewed the intersessional activities of its Scientific Advisory Committee (SAC) and its Committee on Aquaculture (CAQ). Based on the advice emanating from SAC and proposals by Members, the GFCM adopted respectively: three binding recommendations on fisheries management measures, including on fishing effort and on the protection of sensitive habitats; two recommendations on illegal, unreported and unregulated (IUU) fishing, including on the establishment of a black list of vessels and on data confidentiality procedure. It also endorsed three recommendations from the International Commission for the Conservation of Atlantic Tunas (ICCAT), including on the establishment of a programme for transshipment by large-scale longliners. The GFCM reiterated its satisfaction with progress made in the implementation of the five regional projects executed by FAO in support of the Commission. The Commission ascertained its financial situation and agreed to use arrears to build a Working Capital Fund. In the Secretariat, it established a post of Statistician and a post of Programmer/System Analyst. Work progress related to the new headquarters of the Commission was reviewed. The Commission decided to postpone the adjustments to its Rules of Procedure to its next plenary. The Commission established a Compliance Committee. It formalized the Environment Aquaculture Mediterranean Network (EAM) and the Statistical Information System on Aquaculture (SIPAM) as subsidiary bodies of CAQ, and endorsed the guidelines prepared by the Joint GFCM/ICCAT Working Group on Sustainable Tuna Farming. Concerns over the potential ecological effects of fishing have increased with the expansion of fisheries throughout the marine waters of the United States. Effects of Trawling and Dredging on Seafloor Habitat describes how assessment of fishing impacts depends on gear type, number and location of bottom tows, and the physical and biological characteristics of seafloor habitats. Many experimental studies have documented acute, gear-specific effects of trawling and dredging on various types of habitat. These studies indicate that low mobility, long-lived species are more vulnerable to towed fishing gear than short-lived species in areas where the seabed is often disturbed by natural phenomena. Trawling and dredging may also change the composition and productivity of fish communities dependent on seafloor habitats for food and refuge. The scale of these impacts depends on the level of fishing effort. This volume presents color maps of fishing effort for all regions with significant bottom trawl or dredge fisheries-the first time that such data has been assembled and analyzed for the entire nation.

Thomas Mann predicted that no manner or mode in literature would be so typical or so pervasive in the twentieth century as the grotesque. Assuredly he was correct. The subjects and methods of our comic literature (and much of our other literature) are regularly disturbing and often repulsive—no laughing matter. In this ambitious study, John R. Clark seeks to elucidate the major tactics and topics deployed in modern literary dark humor. In Part I he explores the satiric strategies of authors of the grotesque, strategies that undercut conventional usage and form: the de-basement of heroes, the denigration of language and style, the disruption of normative narrative technique, and even the debunking of authors themselves. Part II surveys major recurrent themes of grotesquerie: tedium, scatology, cannibalism, dystopia, and Armageddon or the end of the world. Clearly the literature of the grotesque is obtrusive and ugly, its effect morbid and disquieting—and deliberately meant to be so. Grotesque literature may be unpleasant, but it is patently insightful. Indeed, as Clark shows, all of the strategies and topics employed by this literature stem from age-old and spirited traditions. Critics have complained about this grim satiric literature, asserting that it is dank, cheerless, unsavory, and negative. But such an interpretation is far too simplistic. Two events have recently improved the prospects of protecting fish and their environment in Switzerland: the acceptance of a new Federal Water Protection Law in the plebiscite of May 17th 1992, and the new Federal Legislation on Fisheries, in force since January 1st 1994. With this legal framework, the possibilities for protection of nature and landscape have now considerably improved in Switzerland. The most important aims of the Federal Law on Water Protection are to safeguard the natural habitats of the native flora and fauna and water as the habitat of aquatic organisms. This includes not only the preservation or restoration of water quality in lakes and rivers, but also, in rivers used for hydroelectricity, irrigation or as industrial or other water supplies, the maintenance of sufficient water to fulfill the minimal requirements for fish. However, good quality water in sufficient quan tities alone is not enough to guarantee the survival of fish. Intact fish habitats comprise various phYsical structures including plenty of hiding places, hunting grounds, reproduction and nursery areas within suitable distances from each other. This third aspect of conservation and restoration of aquatic habitats is a central point in the new Federal Law on Fisheries. Whereas the former versions of this law were more concerned with fishery regulations, the recent legislation defines new areas of responsibility for the federal and the cantonal governments.
