Au tournant du 20e siècle, plusieurs ministères du gouvernement de la province de Québec se dotent d'un service scientifique. Richard Swinburne offers an original treatment of a question at the heart of epistemology: what makes a belief a rational one, or one which the believer is justified in holding? He maps the various totally different and purportedly rival accounts that philosophers give of epistemic justification ('internalist' and 'externalist'), and argues that they are really accounts of different concepts. He distinguishes (as most epistemologists do not) between synchronic justification (justification at a time) and diachronic justification (synchronic justification resulting from adequate investigation) — both internalist and externalist. He argus that most kinds of justification are worth having because (for different reasons) indicative of truth. However, it is only justification of intermalist kinds that can guide a believer's actions. Swinburne goes on to show the usefulness of the probability calculus in elucidating how empirical evidence makes beliefs probably true: every proposition has an intrinsic probability (an a priori probability independent of empirical evidence) which may be increased or decreased by empirical evidence. This innovative and challenging book will refresh epistemology and rewrite its agenda.

The internal destabilization of many poor countries that accompanied the end of the Cold War and the general failure of structural adjustment programs have changed the nature and allotment of foreign aid around the world. Major donors of foreign aid such as the United States, Japan, and the European Union have been shifting their geographical priorities in allocating aid, as well as their project emphasis, since the end of the Cold War. In addition, multilateral aid agencies—the World Bank, the United Nations, and the International Monetary Fund—are attempting to redress past failures of aid and revamp policies and priorities. Moreover, aid recipients in Africa, the Middle East, Asia, Eastern Europe, the former Soviet republics, and Central America are establishing priorities of their own and evaluating the success and failure of past aid programs. This title was first published in 2001: Engaging contemporary discussion concerning the validity of mystical experiences of God, Jerome Gellman presents the best evidential case in favor of validity and its implications for belief in God. Gellman vigorously defends the coherence of the concept of a mystical experience of God against philosophical objections, and evaluates attempts to provide alternative explanations from sociology and neuropsychology. He then carefully examines feminist objections to male philosophers' treatments of mystical experience of God and to the traditional hierarchal concept of God. Gellman finds none of the objections decisive, and concludes that while the initial evidential case is not rationally compelling for some, it can be rationally compelling for others.
