Première source d'énergie après la Seconde Guerre mondiale jusqu'à la fin des années 50, le charbon est la clé de voûte des relations économiques et diplomatiques entre les États-Unis et l'Europe de l'Ouest. Indispensable à la reconstruction, nécessaire à la stabilisation en Europe, il offre la possibilité aux États-Unis, de par leur influence politique et économique, de structurer un marché. Après 1945, ce marché charbonnier fut tout à la fois à l'image du « monde libre », l'expression du nouvel ordre économique international et de l'intégration européenne. À l'European Coal Organisation (ECO), créée par les Anglais et les Américains en 1945, succéda la Communauté Européenne du Charbon et de l'Acier (CECA) en 1952, alors presque copie conforme. L'Europe si diverse dans ses politiques économiques oscilla face à cette puissance selon les circonstances. En 1958, la grave crise charbonnière met en valeur une mutation de source d'énergie retardée depuis la Libération, et actualise une autre Communauté Européenne.

La Première Guerre mondiale prive la France d'une partie des mines du Nord et du Pas-de-Calais, d'un grand nombre de mineurs et des importations de combustible allemandes et belges. En dépit des principes libéraux de la Troisième République, l'État, pour résoudre la pénurie, est conduit à intervenir de plus en plus dans la production, le transport et la commercialisation du charbon. À partir de l'été 1917, le ministre de l'Armement Louis Loucheur organise une administration spécifique, le Bureau national des Charbons, qui exerce la mainmise sur ce marché en regroupant les producteurs et les consommateurs, en fixant les prix et en réglementant la répartition. Après l'armistice, l'augmentation des prix anglais et la faible exécution des livraisons de charbon allemand rendent nécessaires le maintien du contrôle de l'administration. L'objectif du Bureau national des Charbons est alors d'unifier le marché national en essayant d'instaurer des prix de vente uniques sur tout le territoire. Mais en avantageant certaines catégories de consommateurs, il devient également un instrument de politique économique. Ce régime de guerre est supprimé brutalement au début de 1921. La France fait alors face à une crise industrielle de surproduction qui met fin à la pénurie et remet en cause l'intervention de l'État dans le marché.

Africa needs power—power to enhance the welfare of its people and expand its economies. But Sub-Saharan Africa’s power sector has the lowest generation capacity in the world. Two-thirds of the regional population remains without electricity and even those with access consume the least among the world’s regions. Businesses say unreliable electricity is a major hurdle. Meanwhile, vast energy resources remain untapped. One possible solution is to leverage the mining industry’s substantial need for power as an anchor for energy infrastructure development. 'The Power of the Mine: A Transformative Opportunity for Sub-Saharan Africa' is the first study to systematically analyze both the potential and the challenges of power-mining integration. The findings show that industry demand for electricity can be a game changer. Mining operations often devote a quarter or more of operating costs to electricity. This consistent, high-volume demand can spur development of national power systems, thus expanding electrification for the populace. As a result, citizens can also benefit from safe, adequate access to electricity. Countries benefit from larger exports and tax revenues, more business and job opportunities, and higher GDP. Utilities benefit from having creditworthy mining partners as a core source of revenue that attracts investment. And mines benefit from the significant cost reductions a stable power grid provides.
