Depuis 1971, il préside l'Association des amis du parc national du Mercantour, qui milite pour une protection efficace de la partie montagneuse du département des Alpes Maritimes, et s'élève violemment contre l'implantation des stations de ski dites "intégrées". Avocat au Barreau de Nice, il est spécialisé dans les problèmes de la protection de la nature et de l'environnement et dans l'aménagement de la montagne.

Cette ethnographie historique de la vallée de la Roya, à la frontière entre l’Italie et la France, offre un point d’entrée dans l’écheveau de la frontière: il s’agit de déplier les différentes lignes qui composent une frontière étatique, presque parfaitement superposées à tel point que leur pluralité devient invisible «vue du ciel», mais aussi de suivre les processus au cours desquels ces limites de différents ordres d’activités (échanges commerciaux, usages linguistiques, etc.) viennent s’aligner sur la frontière. Cette zone frontalière constitue ainsi un terrain pour saisir la consistance locale d’une appartenance étatique. Par son histoire singulière, la Roya constitue un laboratoire à ciel ouvert des effets de réalignements que produit un déplacement de frontière (ici en 1947) sur un territoire et des populations. Elle révèle aussi le travail spécifique de l’État à ses frontières – d’autant plus intense quand il s’agit de revendiquer un nouveau territoire à la fin de la Seconde Guerre mondiale, et plus récemment de recommencer à filtrer les mobilités humaines au sein de l’espace Schengen ou de réaffirmer sa présence après la tempête de 2020 – et ses articulations avec l’ensemble des mobilisations politiques dont la Roya a été l’objet au cours de son histoire.
