Robert Shiller est persuadé que les risques auxquels doivent faire face les individus, les entreprises et les Etats, vont inexorablement s’accroître dans le futur. En effet, les avancées technologiques, quels que soient les domaines (informatique, cybernétique, robotique, …), sont porteuses de nouveaux risques de confidentialité - surtout économiques – qu’il est absolument nécessaire de couvrir pour éviter une aggravation des inégalités, tant au niveau des personnes que des nations. Il n’existe pas aujourd’hui d’instruments capables de répondre à ce besoin, essentiellement en raison du manque de statistiques fiables permettant d’avoir les informations suffisantes sur les événements passés, seules à même de donner la capacité de prévoir le futur. Or, les institutions financières (en particulier les marchés et les compagnies d’assurance), munies de ces informations et des avancées offertes par la science sur l’analyse du comportement humain, pourront, dans l’avenir, proposer de nouveaux types de couverture, par exemple sur les revenus et les moyens d’existence tout au long de la vie des individus, sur la valeur de leur logement, sur l’évolution des PIB des nations… Shiller insiste sur la nécessité de mutualisation des risques entre personnes, entre générations ou même entre pays. Se basant sur son expérience, sur ses analyses mathématiques, Shiller trace, de manière claire, l’avenir d’un monde heureux, à partir du moment où les hommes sauront utiliser à bon escient les progrès des connaissances, à la fois techniques et financières, pour réduire les risques économiques les plus importants. The category of love, stemming from private and personal spheres, was given a public function and used to distinguish European civilisation from others.
