In aggiunta, interrogarsi sul funzionamento, le capacità e le potenzialità della NATO significa capire "come, quanto e fino a quando" l'Italia sarà sicura sotto l'ombrello dell'Alleanza Atlantica. L'evoluzione affrontata dalla NATO, dalla sua nascita ad oggi, potrà darci anche utili indicazioni rispetto al potenziale sviluppo futuro ed ai rapporti con l'Unione Europea.

In occasione del Consiglio europeo di Bruxelles del dicembre 2003, a pochi mesi dall’avvio delle prime missioni nel quadro della Politica Europea di Sicurezza e di Difesa (PESD), i Capi di Stato e di Governo europei affermavano che l’Unione europea (UE) «is inevitably a global player […] [that] should be ready to share in the responsibility for global security and in building a better world», in possesso del potenziale «to make a major contribution, both in dealing with the threats and in helping realise the opportunities». Oggi, a distanza di quindici anni, durante i quali sono state varate e portate a termine numerose missioni, l’Alto rappresentante dell’Unione per gli affari esteri e la politica di sicurezza, l’italiana Federica Mogherini, ha ribadito come la necessità che vi sia un’UE forte ed unita è più che mai avvertita, sottolineando che «[h]eading towards a real European Union of security and defence has never been so important ».
