This is the first comprehensive biography of Ryan based on his personal papers and extensive writings as a social commentator, editorialist, and director of the newspaper Le Devoir. At a time of Catholic religious fervour and new currents of social analysis, Ryan spoke for a postwar generation of young Quebecers, assuring his surprising ascension as one of the most influential voices in Canadian liberalism and federalism in the 1960s. In rich detail, Gauvreau describes Ryan’s ideas on religion, politics, and society, which assured his importance both as a major figure seeking the transformation of Roman Catholicism in the 1950s and 1960s and as an advocate of a type of liberalism that was often at odds with Pierre Elliott Trudeau's. The 1960s were a victorious decade for francophones in New Brunswick, who witnessed the election of the first Acadian premier and the opening of a French-language university. But in 1968, students took to the streets, demanding further concessions. Belliveau debunks the idea that students were simply heirs to a long line of nationalists seeking more rights for francophones. The student movement emerged in the late 1950s as an expression of the province’s changing youth culture and then evolved as students drew inspiration from the New Left. They shifted allegiance from liberalism to radical communitarianism and ultimately fuelled a new brand of Acadian nationalism in the 1970s.

Due to growing negative perceptions about relations between historically entrenched, dominant populations and various minority groups, issues relating to the need to better manage cultural and religious diversity have been intensifying in many countries. These negative perceptions have recently led to a significant increase in popular support for right and extreme right nationalist discourses, and have created so much public tension that national governments have had no choice but to respond. In the last two decades, in several Western contexts in particular, the issues raised by such combined challenges have culminated in the creation of government-initiated or private national commissions. This book presents the results of a multidisciplinary analysis, from a broader framework that includes the national public commissions which have addressed the challenges of managing cultural and religious diversity in Belgium, Britain, Canada (Quebec), France, Morocco and Norway (including also other cases of public management in Australia and Singapore).
