Le secteur spatial présente de nouveaux enjeux scientifiques, économiques, technologiques et militaires. Son développement est dominé par l'importance de l'intervention des états dans la création des institutions et le financement des programmes. En Europe, les premières tentatives de coopération à caractère supranational se sont traduites par un morcellement des tâches et la juxtaposition de plusieurs organisations. Apres l'échec de ces programmes (explosion du lanceur Europa...), l'agence spatiale européenne a mis en place des "projets européanisés" (Ariane, Spacelab...) organisés sous la direction d'un seul pays. Cette solution s'appuie sur les résultats des négociations financières et industrielles menées entre les états membres. Ces nouvelles formes de coopération et la spécialisation des compétences techniques conduisent à une remise en cause des mécanismes classiques du marché. On assiste à un véritable processus de régulation de la concurrence et des conditions de formation des prix. Des rapports de coopération s'instaurent entre agences spatiales et maitres d'œuvre. Ces conditions de développement et de production ont pour origine l'importance des risques techniques et industriels, ainsi que les conditions particulières de consommation et de vente de ces moyens. L'économie générale du secteur spatial s'oriente alors vers une tendance à la planification des travaux et au calcul économique de leur valeur. Cependant, la défense d'intérêts nationaux et privés limite l'efficience économique de l'ensemble. Sur un plan national ou européen, le dépassement de la concurrence par un autre mode de régulation pose ainsi des problèmes nouveaux quant à une répartition plus rationnelle du travail et à une meilleure définition des formes de gestion.
