Could regional integration be a first step toward joining the global market? In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. This book explores the issues linked to regional integration in West Africa and presents empirical data about the experiences in = West African Economic and Monetary Union (WAEMU) countries to converge their economies. It also examines how these efforts, which make a major contribution to regional integration, influence poverty reduction in the economic and monetary community. Le rapport de la Côte d'Ivoire à la question de l'intégration régionale demeure d'une grande actualité. De par sa situation de pays côtier, de par ses potentialités économiques, de par son histoire politique dominée pendant plus de trente ans par la figure d'Houphouët-Boigny, la Côte d'Ivoire est en effet un pays phare de l'Afrique de l'Ouest. La Côte d'Ivoire est aussi, de longue date, une terre d'immigration. Elle compte une importante population immigrée qui la singularise des autres pays de la sous-région. Cette communauté a des emplois et elle en contrôle des pans entiers. L'intégration des étrangers à la communauté nationale est une réalité qui se vit au quotidien. Pourtant, bien qu'avant tout ivoiro-ivoiriennes, les crises récurrentes qu'a connues le pays (décembre 1993, décembre 1999 et septembre 2002) ont fini par glisser sur le terrain de l'immigration et de l'identité. La cause en est sans doute la difficulté de gérer la succession d'un régime politique stable et d'assumer les suites du long règne d'un président charismatique. Par son ampleur, la dernière crise, politico-militaire, a fait prendre conscience aux Ivoiriens de l'importance de leurs liens séculaires avec les pays voisins. Cela explique que ce soit à Ouagadougou, capitale d'un pays lié par son histoire à la Côte d'Ivoire et fournisseur principal de main-d'œuvre pour les plantations du Sud, que la réconciliation entre l'État et les Forces Nouvelles a été scellée. Cela explique aussi l'engagement des autorités ivoiriennes pour une politique d'intégration régionale, en dépit des controverses autour du débat interne sur l'ivoirité. Le séminaire national tenu à Abidjan en 2007, qui est à la base des contributions de cet ouvrage, a aussi permis un dialogue interne entre Ivoiriens autour de la notion des identités plurielles de la Côte d'Ivoire en rapport avec la citoyenneté. Il a également donné lieu à un dialogue externe entre Ivoiriens et participants des pays voisins sur la crise et ses espoirs de solutions.
