In this book, legal scholars from the EU Member States (with the addition of the UK) analyse the development of the EU Member States' attitudes to economic, fiscal, and monetary integration since the Treaty of Maastricht. The Eurozone crisis corroborated the warnings of economists that weak economic policy coordination and loose fiscal oversight would be insufficient to stabilise the monetary union. The country studies in this book investigate the legal, and in particular the constitutional, pre-conditions for deeper fiscal and monetary integration that influenced the past and might impact on the future positions in the (now) 27 EU Member States. The individual country studies address the following issues: - Main characteristics of the national constitutional system, and constitutional culture; - Constitutional foundations of Economic and Monetary Union (EMU) membership and related instruments; - Constitutional obstacles to EMU integration; - Constitutional rules and/or practice on implementing EMU-related law; and - The resulting relationship between EMU-related law and national law Offering a comprehensive and detailed assessment of the legal and constitutional developments concerning the Economic and Monetary Union since the Treaty of Maastricht, this book provides not only a study of legal EMU-related measures and reforms at the EU level, but most importantly sheds light on their perception in the EU Member States.

This book examines legal limitations on government deficit and debt and its impact on the ability of nations to provide services to their residents. It studies constitutional and statutory limitations, as well as those imposed by international treaties and other instruments, including those of both the European Union and the International Monetary Fund. The book contains a general report examining the fiscal rules that govern the budgets and expenditures of nation states. The general report is followed by a special report which covers the limits imposed by the European Union and by the smaller group of countries constituting the Eurozone. Ten national reports, describing the limits in their respective countries, form the basis of the general report. These countries include eight members of the European Union (five of which use the Euro and three of which do not), one other European state and one non-European state. The reports include two countries in which constitutional “debt brakes” limit national deficit and debt.

Italian Abstract: Il lavoro analizza le diverse fasi che hanno portato all'adozione dei Piani di Rientro in ambito sanitario e il loro successivo sviluppo. Si evidenziano gli interventi effettuati dalle otto Regioni obbligate a transitare per un Piano di Rientro e le implicazioni di tali interventi in termini di dotazioni infrastrutturali. Si confronta altresì l'evoluzione della qualità e dei tempi di attesa delle prestazioni, nonché della mobilità dei pazienti, anche comparativamente con le restanti Regioni. Il risanamento finanziario rimane incompleto: a fronte del suo sostanziale conseguimento in Piemonte, Sicilia e Campania, permangono disavanzi, anche significativi, in Lazio, Molise e Calabria. Ancor meno diffuso è il miglioramento della qualità delle prestazioni: pur in un quadro di generale miglioramento, solo il Piemonte è riuscito a garantire, in modo stabile, il pieno rispetto dei Livelli essenziali di assistenza (LEA), ancora mai raggiunti in Calabria e Campania.
