Du fait de sa personnalité et de son parcours, soit on le déteste, soit on l’admire. Il est clair que les Autrichiens et les Français de la deuxième moitié du XIXe ont eu de multiples raisons de le détester. Il humilie les Autrichiens par les armes en 1866, puis les spolie de leur rôle de fédérateur des États germaniques. Il méprise les Français, bien qu’en fait il les craigne. Il les provoque à la guerre en 1870, pour finir par leur prendre l’Alsace et la Moselle. Quant aux Prussiens et aux Allemands, s’ils l’admirent pour une partie de son action – il sauve la dynastie Hohenzollern et plus tard construit l’unité de l’Allemagne –, ils se méfient toujours du chancelier en raison de son attitude brutale dans sa Realpolitik. Il va pourtant être le chef de gouvernement qui amène les évolutions sociales les plus avancées de son époque. Si Bismarck n’est pas mégalomane, il est paranoïaque, par rapport à lui-même et par rapport à l’Allemagne qu’il a unifiée. Ayant toujours peur d’être dépossédé de son pouvoir personnel, il est en permanence sur ses gardes. Guillaume II finira par le révoquer en 1890. Par ailleurs, Bismarck craint en permanence que l’Allemagne soit encerclée et attaquée par ses voisins coalisés contre elle. Même s’il ne fait plus la guerre après le conflit franco-prussien, il fait régner, entre les pays européens, un climat de forte tension diplomatique et militaire, qui va subsister longtemps après son départ.
