En étant le premier Pays et Territoire d'Outre-Mer à devenir une région ultrapériphérique, Mayotte fait figure de précurseur et concrétise cette faculté innovante. Par ailleurs, cette évolution statutaire de l'île de Mayotte réactualise aujourd'hui une question centrale pour les collectivités ultramarines des États membres : Les régions ultrapériphériques doivent-elles-envier les Pays et Territoires d'Outre-Mer ou bien est-ce l'inverse ? À travers la comparaison des fonctions de chaque statut, cette étude apporte des éléments de réponse à cette interrogation.

Le droit de l'Union européenne appréhende la spécificité des collectivités ultramarines françaises, mais également de certains territoires britanniques, espagnols, portugais, danois et néerlandais, par le biais de deux statuts distincts. En l'occurrence, les territoires en question sont soit des Pays et Territoires d'Outre-Mer soit des régions ultrapériphériques. Exclus du territoire européen, les Pays et Territoires d'Outre-Mer ne sont pas en principe soumis au droit de l'Union européenne. Néanmoins, en raison des liens entretenus par ces territoires avec un État membre, ils sont associés à l'Union européenne à travers un régime spécifique prévu depuis la signature du traité de Rome. A contrario, les régions ultrapériphériques font partie intégrante de l'Union européenne et sont soumises à une application de principe du droit de l'Union européenne. Auparavant soumis au respect de rigidités procédurales, le passage d'un statut à un autre a été facilité par la mise en place d'une procédure prévue par l'article 355 § 6 du traité sur le fonctionnement de l'Union européenne. Le mécanisme instauré prévoit que " le Conseil européen, sur initiative de l'État membre concerné, peut adopter une décision modifiant le statut à l'égard de l'Union d'un pays ou territoire danois, français ou néerlandais ". En 1957, les États membres avaient choisi d'associer unilatéralement ces territoires à la Communauté nouvellement créée. Un demi-siècle plus tard, ces contrées ultramarines ont acquis la liberté de choisir la nature de leurs liens avec l'Union. Première collectivité à abandonner le statut de Pays et Territoire d'Outre-Mer au profit de celui de région ultrapériphérique en 2014, Mayotte constituait un terreau propice à une étude inédite visant à cerner les tenants et les aboutissants d'un changement statutaire.

In recent years, critical interest in francophone literature has become increasingly pronounced. In the case of the French Caribbean, the work of several writers (Aime Cesaire, Frantz Fanon, Edouard Glissant and Patrick Chamoiseau, for example) has gained international recognition, and has formed a vital part of more general debates on history, culture, language and identity in the post colonial world. The majority of such writers, however, have been male and, perhaps recalling the preference that France has always shown for the island, have come in large part from Martinique. Mapping a Tradition: Francophone Women's Writing from Guadeloupe aims to explore a different side of francophone Caribbean writing through the examination of selected novels by Jacqueline Manicom, Michele Lacrosil, Maryse Conde, Simone Schwarz-Bart and Dany Bebel-Gisler. Placing the work of these writers in the context of that of their better-known, male counterparts, this study argues that it has provided an important mode of intervention in, and disruption of, a literary tradition which has failed to address questions of sexual difference and has often excluded issues relating to French Caribbean women. At the same time, this study suggests that Guadeloupean women's writing of the last thirty years may he seen to constitute a 'tradition' in itself, replete with its own influences and inheritances. At once within, and outside the 'dominant' tradition, women's writing from Guadeloupe - and Martinique - has come to occupy a position at the forefront of contemporary efforts to expand and redefine a still-burgeoning corpus of literary and theoretical work.
