La diversité des acteurs et la démultiplication des instruments juridiques contribuent à faire du littoral un espace éclaté. Le mouvement de recomposition qui touche aujourd’hui les territoires semble pouvoir lui restaurer une certaine unité renouvelant par là même l’appréhension juridique dont il a jusqu’alors fait l’objet. L’affermissement du concept de Gestion intégrée des zones côtières, parallèlement au développement de la recomposition des territoires, ouvre la voie à une nouvelle conception des relations entretenues entre droit et littoral. La recomposition des territoires, en tant que modalité essentielle de la GIZC, ouvre la possibilité de restaurer l’unité du littoral, en ce qu’elle tire les conséquences de l’inadaptation des territoires administratifs traditionnels et qu’elle restitue les instruments sectoriels dessinés par le droit dans une perspective globale et unifiée. L’appel à la notion de recomposition du territoire pour la mise en œuvre de la GIZC renouvelle les rapports entre le droit et le littoral et tend dans une certaine mesure à le restituer dans un système ouvert aux spécificités. Le littoral est alors envisagé sous l’angle d’une approche générale ouverte à la diversité à la faveur d’un renouveau des rapports entre droit et territoire. Cette hypothèse semble autoriser une lecture nouvelle des problématiques littorales en permettant d’intégrer à la fois les espaces, les normes et les acteurs dans un système de gestion dont la finalité est le développement durable du littoral.

Following the making and unmaking of the tropical island tourism destination of La Réunion, he demonstrates how destinations are transformed into magical pleasure gardens in which human life is cultivated for tourist consumption. Like a gardener would cultivate flowers, local development policy, nature conservation, and museum initiatives dramatise local social life so as to evoke modernist paradigms of time, beauty and nature. Islanders who live in this 'human garden' are thus placed in the ambivalent role of 'human flowers', embodying ideas of authenticity and biblical innocence, but also of history and social life in perpetual creolisation.
