Les DOM-TOM... bien peu de gens, en France métropolitaine, peuvent dire leur situation géographique, leur nombre, leur peuplement ! Ce petit bruit de tambour « DOM-TOM » semble résumer, en un bref roulement, tout ce qui n'est pas « hexagonal » ; pourtant, il oublie les « collectivités territoriales », invention récente, dans laquelle on range les hybrides : insuffisamment assimilés pour être des DOM, insuffisamment autonomes pour être des TOM. Ce livre fait comprendre l'origine des difficultés contre lesquelles ils se battent : sous-emploi massif, économies insuffisamment autocentrées, inégalités particulièrement fortes, bases démocratiques pas toujours très bien assurées, le tout pimenté de revendications indépendantistes, fortes ici, plus faibles ailleurs, inexistantes parfois, alimentées par des fiertés bafouées, et par un sentiment diffus d'aliénation, produit de liens à la fois désirés et honnis. L'outre-mer, riche de la diversité de ses cultures, de ses ethnies, de ses histoires, connaît - depuis longtemps - une situation que la métropole doit maintenant affronter à son tour : faire face au déclin de pans entiers de son économie, en se lançant dans un effort planifié et résolu de formation, de recherche et d'investissements, visant à accroître sa compétitivité dans la solidarité. Des solutions économiques et politiques à la crise — aux crises — de l'outre-mer existent si les politiques, avec lucidité, veulent les imaginer, et faire en sorte que les populations se prennent en charge, avec courage, pour les mettre en œuvre. Ce livre n'offre aucune solution technocratique miracle ; il ne fait que proposer des pistes de réflexion aux forces vives qui, en métropole comme outre-mer, détiennent seules les clefs de l'avenir.
