Leaders and leadership continue to dominate Russia's political development. Like his predecessors in the Kremlin, Vladimir Putin has made a crucial impact on the substance and style of Russian politics. His efforts to use traditional tools of state power to manage democracy and market capitalism have had mixed effects on both. Leading Russia investigates the ambiguities and contradictions of Putin's rule from four perspectives. The volume first considers his leadership in the context of Russia's convulsive historical cycle of revolutionary transformation, breakdown, consolidation, and stagnation. The study then analyses how normative and institutional components of democracy have fared under Putin's regime of stronger executive control. It proceeds to examine the strengths and weaknesses of presidential power vis-à-vis bureaucratic, regional, and corporate groups. The volume concludes with two assessments of the strategic direction in which Putin is taking Russia. The main source of Putin's political influence, she finds, lies in how he articulates the shared collective perspective that unites many Russian citizens. Under his tenure, the Kremlin's media machine has tapped into powerful group emotions of shame and humiliation--derived from the Soviet transition in the 1990s--and has politicized national identity to transform these emotions into pride and patriotism. Culminating with the annexation of Crimea in 2014, this strategy of national identity politics is still the essence of Putin's leadership in Russia. But victimhood-based consolidation is also leading the country down the path of political confrontation and economic stagnation. When President Vladimir Putin ascended to the Kremlin at the end of the 1990s, he had to struggle with the after-effects of Boris Yeltsin's political agenda: outrageous corruption, endless social injustice, and deeply entrenched interests dating back to Gorbachev and beyond. From the outset, Putin saw his task as leveling out the political scenery. Discontent had been building up among ordinary Russians on these consequences of the dramatically unstable 1990s. Stabilization of the political system and cleaning up the widespread corruption were Putin's aims, and the Russian people supported him wholeheartedly. Many observers in the West were quick to condemn Putin and depict him as an authoritarian, dishonest leader who was still linked to the KGB. When asked why Russians were supporting the new Kremlin, many experts explained that it was a paradox that combined the country's supposed history of tyranny and its people's inclination towards it. These explanations shaped the West's understanding of modern Russia and they appear to be unshakeable in cultural circles today. Bruno Sergi argues, in this new study, that the way to know the complete story behind how Putin's presidency has been viewed in Russia, is to examine closely the hard realities that conditioned Putin's policies and responses. This book examines the evolution of Russia’s security policy under Putin in the 21st century, using a critical security studies approach. Drawing on critical approaches to security the book investigates the interrelationship between the internal-external nexus and the politics of (in)security and regime-building in Putin’s Russia. In so doing, it evaluates the way that this evolving relationship between state identities and security discourses framed the construction of individual security policies, and how, in turn, individual issues can impact on the meta-discourses of state and security agendas. To this end, the (de)securitisation discourses and practices towards the issue of Chechnya are examined as a case study. In so doing, this study has wider implications for how we read Russia as a security actor through an approach that emphasises the importance of taking into account its security culture, the interconnection between internal/external security priorities and the dramatic changes that have taken place in Russia’s conceptions of itself, national and security priorities and conceptualisation of key security issues, in this case Chechnya. These aspects of Russia’s security agenda remain somewhat of a neglected area of research, but, as argued in this book, offer structuring and framing implications for how we understand Russia’s position towards security issues, and perhaps those of rising powers more broadly. This book will be of much interest to students of Russian security, critical security studies and IR.
