When the SARS virus began its spread from southern China around the world in spring 2003, it caught regional and international health officials by surprise. The SARS epidemic itself lasted for only a few months, whereas its treatment, in communicative terms, keeps providing us with important lessons that can prepare us all for the much larger pandemic that many are predicting will eventually occur. While the medical aspects of SARS are now relatively well understood, the discursive rhetorical dimensions are much less so. As an international epidemic, SARS arrived in a number of distinctive societies with the result that different communities handled the crisis in different ways, some far more effectively than others. Accordingly, the 12 chapters in The Social Construction of SARS are studies of how a major health-related crisis was understood and dealt with from a communicative perspective in such diverse places as Hong Kong, mainland China, Singapore, Taiwan, Canada and the United States during the SARS outbreak.

In the first half of 2003, severe acute respiratory syndrome (SARS)struck China (including Hong Kong), causing panic and claiming manylives. The unknown nature of SARS at that time also jolted theeconomic growth of China and Hong Kong, disrupted the social life oftheir citizens and created much stress and strain for their politicalsystems and governance. Like other major crises, the management of theSARS crisis provides a good opportunity to examine the strengths andweaknesses of the political systems in China and Hong Kong. From theoutset, scholars at the East Asian Institute (EAI) followed closelythe unfolding of the disease in China, particularly how each of thetwo societies coped with this random external shock. SARS may or maynot recur in the near future, but the episode has offered a glimpseinto the extent of resilience of the two societies, the quality oftheir political leadership, the effectiveness of their political andinstitutional mobilization, the crisis-management capability of theirrespective bureaucracies, and the viability of their governancesystems. This volume is the result of an EAI workshop on SARS inChina: Crises and Responses.

The emergence of severe acute respiratory syndrome (SARS) in late 2002 and 2003 challenged the global public health community to confront a novel epidemic that spread rapidly from its origins in southern China until it had reached more than 25 other countries within a matter of months. In addition to the number of patients infected with the SARS virus, the disease had profound economic and political repercussions in many of the affected regions. Recent reports of isolated new SARS cases and a fear that the disease could reemerge and spread have put public health officials on high alert for any indications of possible new outbreaks. This report examines the response to SARS by public health systems in individual countries, the biology of the SARS coronavirus and related coronaviruses in animals, the economic and political fallout of the SARS epidemic, quarantine law and other public health measures that apply to combating infectious diseases, and the role of international organizations and scientific cooperation in halting the spread of SARS. The report provides an illuminating survey of findings from the epidemic, along with an assessment of what might be needed in order to contain any future outbreaks of SARS or other emerging infections.

Overconfident: How Economic and Health Fault Lines Left the Middle East and North Africa Ill-Prepared to Face COVID This report examines the region’s economic prospects in 2021, forecasting that the recovery will be both tenuous and uneven as per capita GDP level stays below pre-pandemic levels. COVID-19 was a stress-test for the region’s public health systems, which were already overwhelmed even before the pandemic. Indeed, a decade of lackluster economic reforms left a legacy of large public sectors and high public debt that effectively crowded out investments in social services such as public health. This edition points out that the region’s health systems were not only ill-prepared for the pandemic, but suffered from over-confidence, as authorities painted an overly optimistic picture in self-assessments of health system preparedness. Going forward, governments must improve data transparency for public health and undertake reforms to remedy historical underinvestment in public health systems.

The COVID-19 pandemic has hit human capital directly in Europe and Central Asia, adversely affecting both education and health. School closures may lead to learning losses equivalent to a third to a full year of schooling, and they are likely to exacerbate inequalities, by disproportionately affecting students from disadvantaged backgrounds. The disease has already killed thousands of people, and some patients who survive will suffer long-term damage to their health. Recovery from the pandemic will thus require strong investment in education and health. This update examines human capital outcomes in the region and the ways in which the pandemic is likely to affect them. A focus on the quality of tertiary education and health risk factors of obesity, smoking, and heavy drinking highlights the challenges that are particularly important for the region. Post-COVID 19 policy initiatives to improve education and health will need to recognize the challenges posed by increased reliance on remote learning and the importance of being prepared for future pandemics, given the vulnerability of the region’s aging societies and the large number of people with underlying health risks.
