This report describes a course sponsored by the Workers' Educational Association in England that is intended to fill a gap between informal discussion groups and access courses for higher education. Section 1 describes this intensive course, which occupies five hours per week and uses team teaching, one-to-one tutorials, formative evaluation, and a residential period, in addition to regular classroom sessions, and which aims to prepare participants for new roles in life and at work as well as for further courses. Aims and objectives and underlying beliefs are set forth. Section 2 explains who is attracted to the course, why they come, and what they get out of it. Section 3 identifies the organizational implications of setting up the course. Topics include funding, staff, administration, accommodation, and outreach and publicity. Section 4 presents an overview of the range of activities that could be part of a Second Chance To Learn course--topic-based learning, study skills, structure, and negotiation. Section 5 discusses the use of tutors, including team teaching, tutor training, and counseling and guidance. Sections 6 and 7 focus on two aspects of the course--tutorials (content, organization, problems) and residentials (learning, group cohesion, content, organization, problems). There is increasing emphasis on formal education in Canada as elsewhere in the developed (and developing) parts of the world. Much of the reason for this emphasis is on the importance not only of credentials (Thiessen 2001) but also of literacy and numeracy (Finnie and Meng 2006) to labour force participation and income. Post-secondary education (PSE) is playing an increasingly significant role in this process (HRDC 1998; Looker 2002) and many if not most Post-Secondary Education (PSE) programs require a minimum of a high school diploma (Canadian Council on Learning 2005:1). As Biggart (2000) notes "In a rapidly changing labour market, qualifications are increasingly necessary, and this is a trend that ... is likely to continue." (P.11). "Despite efforts to engage youth in education, there have been only modest improvements in the rates of school completion across OECD countries since the mid- 1990s. These modest improvements underline the importance of programs that encourage early school leavers to return to post-school education. The objective of this paper is to better understand the factors that affect the chances of re-engaging early school leavers in education, with a particular focus on the importance of time out from school (duration dependence) and school-related factors. Using data from three cohorts of the Longitudinal Survey of Australian Youth and duration models that control for unobserved heterogeneity, our results suggest that programs that encourage an early return to study and programs that develop post-school career plans may be more effective than programs that concentrate on improving numeracy and literacy scores." --Abstract.
