This publication examines the main debates under way on social protection and co-responsibility transfer programmes. It identifies the role played by these programmes and considers the conceptual elements, needs and the challenges that will have to be overcome to consolidate comprehensive social protection systems in Latin America. In many ways the power of the social protection floor lies in its simplicity. The floor is based on the idea that everyone should enjoy at least basic income security sufficient to live, guaranteed through transfers in cash or in kind, such as pensions for the elderly and persons with disabilities, child benefits, income support benefits and/or employment guarantees and services for the unemployed and working poor. Together, in cash and in kind transfers should ensure that everyone has access to essential goods and services, including essential health services, primary education, housing, water and sanitation. This report, prepared under the guidance of Ms Michelle Bachelet and members of the Advisory Group, shows that the extension of social protection, drawing on social protection floors, can play a pivotal role in relieving people of poverty and deprivation. It can in addition help people adapt their skills to overcome the constraints that block their full participation in a changing economic and social environment, contributing to improved human capital development and stimulating greater productive activity. The report also shows how social protection has helped to stabilize aggregate demand in times of crisis and to increase resilience against economic shocks, contributing to accelerate recovery towards more inclusive and sustainable development paths.

Who shapes the European Union's policy towards Latin America? How has this EU policy modified individual member states' relations with the region? Marriage and social inequality are closely interrelated. Marriage is dependent on the structure of marriage markets, and marriage patterns have consequences for social inequality. This book demonstrates that in most modern societies the educa tional system has become an increasingly important marriage market, particularly for those who are highly qualified. Educational expansion in general and the rising educational participation of women in particular unintentionally have increased the rate of "assortative meeting" and assortative mating across birth cohorts. Rising educational homogamy means that social inequality is further enhanced through marriage because better (and worse) educated single men and women pool their economic and sociocultural advantages (and disadvantages) within couples. In this book we study the changing role of the educational system as a marriage market in modern societies from a cross-national comparative perspective. Using life-history data from a broad range of industrialized countries and longitudinal statistical models, we analyze the process of spouse selection in the life courses of single men and women, step by step. The countries included in this book vary widely in important characteristics such as demographic behavior and institutional characteristics. The life course approach explicitly recognizes the dynamic nature of partner decisions, the importance of educational roles and institutional circum stances as young men and women move through their life paths, and the cumulation of advantages and disadvantages experienced by individuals.
