About one-quarter of the world’s central banks apply IFRS with approximately a quarter more looking to IFRS for further guidance where their local standards do not provide enough guidance. Given the varied mandates and types of policy operations undertaken by central banks, there also exists significant variation in practice, style, and the extent of the financial disclosures in both the primary statements and in the note disclosures. By their nature, central banks are unique in their jurisdiction and so do not always have local practices and examples they can follow. Although the major accounting firms have created model disclosures intended for commercial banks, these are often not totally appropriate for a central bank. The application of IFRS across central banks differs based on the mandate of the central bank and the capacity of the accounting profession in the specific jurisdiction. An analysis of international practices, such as those undertaken in preparing these model statements, may help address questions about the structure of the statements themselves as well as the organization of the note disclosures. As a consequence, each central bank following IFRS has largely developed its own disclosures with only limited reference to others. Input from the external auditors has been significant, but some of this has been determined by the approach used by the specific auditor’s style for commercial banks rather than central banks. Auditors do not always fully appreciate the differences between a commercial bank and a central bank, which has a different role and undertakes transactions to meet its policy objectives. This has often led to an over emphasis of items not material in the context of a central bank and insufficient disclosures on operations or accountabilities specific to the functions of the central bank.

MALKIEL Chemical Bank Chairman's Professor of Economics Princeton University Central bankers have often believed that they are the Rodney Dangerfields of public officials-they seldom receive respect from the public or from elected officials. Particularly in the days of high infla tion and substantial unemployment, they were held responsible for everything that ailed the world's economies. And monetarists often suggested that nations would be far better off if central bankers were replaced by robots who would do nothing more than ensure that the money supply was increased at a fixed percent each year. Our views have changed considerably over the past two decades. The main reason is that, thanks in substantial part to the efforts of central bankers, inflation has generally been contained. With the re duction in inflation and the recent relative stability of price levels in most developed nations, risk premiums have tended to decline sharply. Moreover, unemployment rates, at least in the Western Hemisphere, have decreased substantially. Finally, even many economists who con sider themselves monetarists now tend to be less certain of the stabil ity of the link between the money supply and economic activity. Thus, there is greater appreciation of the critical role of judgment in the conduct of monetary policy and a general belief that the judgments central bankers have made have generally been sound.

Cette impasse économique dans laquelle la toute puissance de marchés financiers dérégulés enferme l'économie européenne va jusqu'à remettre en question les institutions mêmes du vivre-ensemble européen. Ce livre voudrait offrir un point de vue "décalé" par rapport à ces questions qui occupent l'essentiel du débat public. Et cela à partir d'un constat : le litre d'essence à 2 euros, c'est bel et bien pour "aujourd'hui" et "pour longtemps". Plus précisément : la contrainte énergétique et climatique pourrait bien avoir été la cause souterraine de l'accumulation des dettes privées et publiques et s'avérer l'élément déterminant qui conditionne toute prospérité durable en Europe. Dès lors, tout projet économique qui ignorerait cette contrainte promet de se heurter au mur d'une réalité qui ne dépend pas de notre bon vouloir politique : la raréfaction relative des énergies fossiles et les bouleversements telluriques que provoque déjà le réchauffement climatique. La transition énergétique et écologique vers une société à basse intensité carbone est un chantier immense et une source extraordinaire d'emplois non délocalisables. Cette transition concerne chacun de nous au quotidien ; elle est, en quelque sorte, le défi de société qui attend la génération née à la fin du siècle dernier, l'équivalent de ce que fit la Révolution industrielle en un siècle. L'obstacle majeur à cette transformation qui touche tous les aspects de la vie politique, économique, sociale et familiale réside dans l'addiction mortifère de notre économie à l'égard d'une finance dérégulée. L'hypnose des rendements extravagants (et sans lien avec le réel énergétique) pourrait rendre notre société incapable de relever le défi de la transition. Une réglementation destinée à remettre la sphère financière et bancaire au service de la transition devrait faire partie de l'agenda politique européen comme le suggère la Commission des Evêques européens (COMECE). Non seulement les chrétiens ne sauraient rester à l'écart d'un tel bouleversement de société mais ils sont appelés à y jouer un rôle d'avant-garde. Par respect pour la création, par amour pour l'autre, ce prochain éventuellement "lointain" que sont les prochaines générations ; au nom des plus fragiles, celles et ceux qui seront les première victimes de l'ajustement énergétique et climatique qui nous sera imposé par la nature si nous ne négocions pas la transition avec intelligence et dans le souci de la justice.
