This volume offers a synthesis of what is known about very large and very small common-pool resources. Individuals using commons at the global or local level may find themselves in a similar situation. At an international level, states cannot appeal to authoritative hierarchies to enforce agreements they make to cooperate with one another. In some small-scale settings, participants may be just as helpless in calling on distant public officials to monitor and enforce their agreements. Scholars have independently discovered self-organizing regimes which rely on implicit or explicit principles, norms, rules and procedures rather than the command and control of a central authority. The contributors discuss the possibilities and dangers of scaling up and scaling down. They explore the impact of the number of actors and the degree of heterogeneity among actors on the likelihood of cooperative behaviour.

However, as discussed in the booklet, there are certain readily identifiable processes to follow in developing responses to cultural diversity. The three main foci of policy responses put forward are: the organisation and structures of education; curricula, pedagogy and choice of language; and relations between the school and the community.

This book examines the broad range of social and intellectualresponses to technology in the first four decades of this century, andsuggests that these responses set the terms that continue to governcontemporary debates. Starting around 1900, technology became a lively subject for debate among intellectuals, writers, and other opinion leaders. The expansion of the machine into ever more areas of social and economic life had led to a need to interpret its meanings in a more comprehensive way than in the past. World War I and its aftermath shifted the terms of this ongoing debate by underlining both the potential dangers of technology and its centrality to modern life. This book examines the broad range of social and intellectual responses to technology in the first four decades of this century, and suggests that these responses set the terms that continue to govern contemporary debates. Focusing on the broader contexts within which intellectual positions are formed, the book highlights the ways in which attitudes toward technology were shaped in a wide variety of national and organizational settings. A common theme is that, in debating technology, people drew on their distinctive national symbols and cultural traditions.
