Au début du XXIe siècle, la « vague de gauche » en Amérique Latine a suscité de nombreuses expectatives sociales et politiques. Vingt ans plus tard, un bilan s’impose. Nous examinons l’effet des politiques des gauches sur l’espace public et, ce faisant, sur la démocratie dans toutes ses dimensions. À partir d’une perspective multidisciplinaire, nous nous intéressons à la façon dont les gouvernements, les partis politiques et les organisations sociales ont contribué à élargir ou rétrécir les espaces publics, que ce soit par les voies formelles (le droit) ou informelles (le clientélisme). Notre référence aux gauches, au pluriel, nous permet d’aborder ces dynamiques dans toute leur diversité. Nous étudions des cas classiques où la gauche a pris le pouvoir, de l’Argentine au Venezuela, en passant par la Bolivie, le Brésil et l’Équateur, mais aussi ceux, moins connus, où la gauche était dans l’opposition, comme au Mexique et au Pérou.

De ce parler ordinaire recueilli au Venezuela, au Brésil, en Équateur et en Bolivie, mais aussi au Mexique et au Pérou, se dégage un nouveau personnage : la plèbe. Un personnage perçu souvent comme violent. La plèbe s'interpelle elle-même, mais ne se laisse pas cataloguer. Elle est là dans les soulèvements populaires, mais elle ne se laisse pas assigner un rôle. Elle se méfie des tribuns qui cherchent à la représenter. Dans cette interpellation plébéienne, s'affirme une souveraineté instantanée et s'érige une frontière de l'inacceptable.

Yet over the next three centuries, the United States gradually pulled away from Latin America, and today the gap between the two is huge. Why did this happen? Was it culture? Geography? Cities are a locus of human diversity, where people with varying degrees of wealth and status share an association within a particular urban boundary. Despite the common geography, sharp social divisions characterize many cities. High levels of urban violence bear witness to the difficult challenge of creating socially cohesive and inclusive cities. The devastated inner cities of many large American urban centres exemplify the failure of urban development. With an enlightened democratic approach to policy reform, however, cities can achieve social sustainability. Some cities have been more successful than others in creating environments conducive to the cohabitation of a diverse population. In this collection of original essays, case studies of ten cities (Montreal and Toronto in Canada, Miami and Baltimore in the United States, Geneva and Rotterdam in Europe, S-o Paulo and San Salvador in South America, and Nairobi and Cape Town in South Africa) are presented and analysed in terms of social sustainability. The volume as a whole looks at the policies, institutions, and planning and social processes that can have the effect of integrating diverse groups and cultural practices in a just and equitable fashion. The authors conclude that policies conducive to social sustainability should, among other things, seek to promote fiscal equalization, weave communities within the metropolis into a cohesive whole, and ideally, provide transport systems that ensure equal access to public services and workplaces, all within the framework of an open and democratic local governance structure.

A distinguished group of scholars examine recent transitions to democracy and the prospects for democratic stability in Argentina, Brazil, Chile, the Dominican Republic, Peru, Portugal, Spain and Uruguay. They also assess the role of elites in the longer-established democratic regimes in Columbia, Costa Rica, Italy, Mexico and Venezuela. The authors conclude that in independent states with long records of political instability and authoritarian rule, democratic consolidation requires the achievement of elite 'consensual unity' - that is, agreement among all politically important elites on the worth of existing democratic institutions and respect for democratic rules-of-the-game, coupled with increased 'structural integration' among those elites. Two processes by which consensual unity can be established are explored - elite settlement, the negotiating of compromises on basic disagreements, and elite convergence, a more subtle series of tactical decisions by rival elites which have cumulative effect, over perhaps a generation.
