La tendance à la libéralisation économique, qui affecte les pays développés comme les pays en développement, n'a pas épargné les pays arabes, confrontés pour la plupart à une raréfaction des ressources externes. Elle s'y est traduite, comme sous d'autres cieux, par l'émergence ou le renforcement d'un secteur privé. Elle actualise ainsi la question de savoir dans quelle mesure la croissance d'un secteur privé est de nature à affecter le mode de fonctionnement de régimes caractérisés par une primauté du politique et à correspondre à la montée en puissance d'élites économiques capables de peser dans un rapport de forces avec les bureaucraties étatiques. En Egypte, plus tôt que dans les autres pays arabes, la crise de l'Etat redistributeur a conduit les autorités de ce pays, dès le milieu des années soixante-dix, à reconnaître une nouvelle légitimité au secteur privé et à inaugurer une politique d'infitah (ouverture). En fait, la constitution de la bourgeoisie égyptienne actuelle est le produit d'une politique publique valorisant le secteur privé comme complément d'un secteur public à bout de souffle et non pas comme l'acteur principal du développement économique. L'accélération de la libéralisation économique au cours des deux dernières décennies et la mise en œuvre d'un plan d'ajustement structurel ne sont pas tant la conséquence de l'instrumentalisation de l'appareil d'Etat par la bourgeoisie que la réponse étatique aux contraintes du système international de production et d'échange, ainsi qu'à des dilemmes financiers internes. Aussi, les gouvernants n'ont-ils pas tenté de promouvoir des réformes de structure à travers une ouverture démocratique " authentique " et ont mis en œuvre des stratégies de survie vouées à répondre aux défis du moment tout en maintenant la suprématie des élites gouvernantes. La relative autonomie accordée aux hommes d'affaires est le résultat de cette stratégie. Le développement des associations censées représenter les intérêts de notre groupe social ne relève pas d'une forme de sociabilité apte à renforcer un tissu associatif articulant une sphère privée à un espace public, mais ressortit à un réaménagement partiel des relations entre l'élite politique et cette bourgeoisie égyptienne.

The author argues in this text that the much-vaunted reform and liberalisation of Egypt's economy has been partial and selective, far from beneficial to all Egyptians. While the encouragement of the private sector has indeed benefited some, it has failed to improve the standard of living of others, in particular the lower middle classes and a large part of the landless rural population. Most importantly, economic reform and liberalisation have failed to produce a greater degree of political democracy: notions of political accountability, clean elections, a genuinely free press, the containment of police powers have turned out to be a great delusion which masks restrictions on political participation and civil liberties.

The popular uprisings in 2011 that overthrew Arab dictators were also a rebuke to crony capitalism, diverted against both rulers and their allied businessmen who monopolize all economic opportunities. While the Middle East has witnessed a growing nexus between business and politics in the wake of liberalization, little is discussed about the nature of business cronies, the sectors in which they operate, the mechanisms used to favour them, and the possible impact of such crony relations on the region's development. Combining inputs from leading scholars in the field, Crony Capitalism in the Middle East: Business and Politics from Liberalization to the Arab Spring presents a wealth of empirical evidence on the form and function of this aspect of the region. Crony Capitalism in the Middle East is unique in both its empirical focus and comparative scale.
