Depuis la fin des années 1990, l’urbanisation se déroule à un rythme spectaculaire autour des métropoles et grandes villes du Maghreb. De fait, les périphéries y représentent aujourd’hui plus de la moitié des zones construites et concentrent une majorité de citadins : ménages en provenance des anciens quartiers (ville-centre et banlieue) ou d’autres villes ; individus et familles récemment arrivés de leurs campagnes ; migrants internationaux, etc. De plus, les grands projets immobiliers et d’infrastructure s’y sont multipliés. En quelques années, ces périphéries sont devenues des espaces stratégiques où se joue le devenir des villes et de leurs sociétés. Dans un contexte marqué par la raréfaction des réserves foncières et par la concurrence accrue entre les métropoles à l’échelle internationale, les enjeux sont à la fois économiques, sociaux et politiques. L’ouvrage, qui s’appuie sur des travaux de terrain principalement conduits entre 2006 et 2011 à Tunis, Alger et Oran, Casablanca, Rabat-Salé et Fès, s’efforce de qualifier les tendances majeures de la gestion politique et territoriale de ces périphéries. Prenant acte de la « tyrannie de la contingence » (crise financière internationale, « printemps » arabes), ses auteurs montrent que l’aménagement et la gestion des villes de la région n’échappent pas aux grandes évolutions actuelles en matière de gouvernance et de fabrication urbaine, qu’il s’agisse de la montée en puissance de l’urbanisme de projet ou de la financiarisation et de la standardisation des modes d’intervention et de pilotage de l’action publique. Une attention particulière est portée à la réhabilitation des quartiers populaires, dont les objectifs se sont déplacés (lutte contre les islamistes, valorisation d’un foncier parfois situé près des centres des villes) et aux modalités transformées en raison du renforcement des mobilisations habitantes au fil des années. Bien sûr, les périphéries ont progressivement été intégrées aux territoires de l’État, que cela se fasse de concert avec les grands projets d’aménagement ou, de façon plus classique, par le resserrement des mailles administratives et de gestion communale. C’est notamment le cas à Casablanca, où les périphéries sont devenues des lieux privilégiés pour la construction de nouveaux territoires politico-administratifs par les élites de proximité, qui montrent ainsi leurs capacités à mobiliser un certain nombre de ressources pour y acquérir ou y accroître leur légitimité.

In the postcolonial era, Arab societies have been ruled by a variety of authoritarian regimes. Focusing on his native Morocco, Abdellah Hammoudi explores the ideological and cultural foundations of this persistent authoritarianism. Building on the work of Foucault, Hammoudi argues that at the heart of Moroccan culture lies a paradigm of authority that juxtaposes absolute authority against absolute submission.
