A la faveur des processus de transition démocratique en Afrique au début des années 1990, nous avons assisté à une prolifération du nombre des partis politiques. En tant que principaux acteurs de ces processus de transition démocratique, ils sont également appeler à jouer un rôle dans la phase de consolidation de ces démocraties naissantes. C'est le lieu de s'interroger à la corrélation pouvant exister entre partis politiques, système de partis et consolidation démocratique. Autrement dit, dans quelle mesure les partis politiques et les systèmes de partis contribuent à la consolidation démocratique ? Malgré les différences politiques entre le Burkina Faso et le Sénégal, il ressort de nos investigations que les partis politiques, en particulier ceux de l'opposition, ont du mal à accomplir leurs fonctions démocratiques. Pris individuellement ou dans le cadre de l'environnement partisan, beaucoup de partis politiques burkinabè et sénégalais s'éloignent de leurs objectifs, à savoir la conquête démocratique du pouvoir et son raffermissement. Ce constat politique trouve des tentatives d'explications à divers niveaux de la vie socio-politique de nos Etats.

It is two decades since the ‘third wave’ of democratization began to roll across sub-Saharan Africa in the early 1990s. This book provides a very timely investigation into the progress and setbacks over that period, the challenges that remain and the prospects for future democratization in Africa. It commences with an overall assessment of the (lack of) progress made from 1990 to 2010, exploring positive developments with reasons for caution. Based on original research, subsequent contributions examine various themes through country case-studies, inclusive of: the routinisation of elections, accompanied by democratic rollback and the rise of hybrid regimes; the tenacity of presidential powers; the dilemmas of power-sharing; ethnic voting and rise of a violent politics of belonging; the role of ‘donors’ and the ambiguities of ‘democracy promotion’. Overall, the book concludes that steps forward remain greater than reversals and that typically, though not universally, sub-Saharan African countries are more democratic today than in the late 1980s. Nonetheless, the book also calls for more meaningful processes of democratization that aim not only at securing civil and political rights, but also socio-economic rights and the physical security of African citizens. Based on a detailed study of 35 cases in Africa, Asia, Latin America, and post-communist Eurasia, this book explores the fate of competitive authoritarian regimes between 1990 and 2008. It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized.
