Or, ébranlée par l’européanisation de l’action publique, la prééminence historique des statistiques nationales l’est aussi par la décentralisation. Comme le montre ce livre, cette question ne se pose pas seulement en France mais aussi au Québec et au Canada. Les réponses y empruntent toutefois des cheminements institutionnels et politiques propres à chaque pays en fonction des jeux d’échelle particuliers qui s’y déroulent. La comparaison s’attache aussi à l’échelon régional et à ses spécificités. On assiste à un foisonnement d’initiatives dans la production d’informations chiffrées en région, parallèlement ou conjointement à celle effectuée par l’INSEE, les services statistiques ministériels ou d’autres organismes nationaux. La dimension opérationnelle de ces statistiques est analysée selon deux registres : comme outil de gouvernement et comme représentation politique de l’espace territorial en cause. Non seulement les politiques de la mesure traduisent l’émergence de nouvelles configurations politiques et institutionnelles, mais, au-delà, elles contribuent à les instituer. Il en résulte de nombreuses interrogations. À partir de recherches menées à titre principal dans les régions Provence-Alpes-Côte d’Azur et Rhône Alpes, ce livre étudie des procédures d’évaluation des observatoires régionaux emploi-formation, des schémas prévisionnels de formation, des diagnostics territoriaux, des services statistiques de l’État déconcentré ou encore des programmes de formation de chômeurs. Dans tous les cas de figure, les auteurs mettent au jour les fondements intellectuels et normatifs de ces instruments qui dessinent les actuelles politiques de la mesure en région. Elvire Bornand, sociologue, contribue actuellement à la réalisation d’un projet de recherche sur les « Usages des chiffres dans l’action publique territoriale », dans le cadre de la Maison des Sciences de l’Homme Ange-Guépin, à Nantes. Martine Mespoulet, professeur de sociologie à l’Université de Nantes et directrice de la Maison des sciences de l’homme Ange-Guépin, mène des recherches sur la production statistique à différentes échelles : internationale, européenne, nationale et territoriale. Éric Verdier, sociologue et économiste, est directeur de recherche au CNRS, au Laboratoire d’économie et de sociologie du travail (LEST, Aix-Marseille Université). Il conduit notamment des recherches sur la gouvernance territoriale des risques du travail.

The legitimacy of environmental policies is an issue of increasing concern for analysts. Ecological stakes are deemed to be global, but global public decisions are rare and implemented with difficulty. Dissensus prevails on environmental ethics and there is little evidence of any greening of policy tools. The global framing of the environment fails to account for how people relate to the ecological realities which surround them. Rather than placing the environment at a distance, Politicization of Ecological Issues advocates for building legitimacy from people’s perceptions of singular forms and patterns in their environment. Based on scholarly literature in political ecology and empirical cases of water policy in Europe, the book shows how the qualification of environmental realities has been politicized and translated into motives for public action. Similarly, it argues that theoretical debates addressing the ecological crisis are not only dealing with ideas, but rather advocating for specific environmental forms that are deemed to be motives of hope or worry.
