Seminar paper de l’année 2011 dans le domaine Histoire - Divers, note: 1,7, Otto-Friedrich-Universität Bamberg, langue: Français, résumé: Ce terme, francophonie, mérite lui-même une courte explication car son utilisation est soumise à quelques notions différentes, relatif aux contextes dans lesquels il est utilisé respectivement aux personnes qui l’emploient, mais surtout quant à l’initiale – minuscule ou majuscule (voir Tétu, 1997 : 14 sqq.) : correspondant à l’adjectif « francophone », celui qui parle le français (également inventé par l’homme suivant), c’était tout d’abord le géographe français Onésime Reclus qui introduisait le mot en tant que tel à la fin du XIXe siècle. Il s’agit donc en premier lieu d’un regroupement sur base linguistique, à la fois rendant compte aux relations géographiques. Or, l’écriture avec un petit f désigne en général l’ensemble des locuteurs employant uniquement ou partiellement le français dans leur quotidien ; tandis que celle-là avec un grand F représente le rassemblement des états, gouvernements ou institutions officielles qui appliquent la langue de Molière dans leurs rapports internes et externes. Cette dernière est celle correspondant pareillement à la Francophonie politique dont parlera entre autres cette dissertation. D’abord, je donnerai quelques dates historiques quant à la Francophonie (sous formes d’ACCT et OIF), y compris une esquisse de manière générale de son fonctionnement. Puis, j’ai l’intention de décrire les relations postcoloniales entre la République française et les pays africains indépendants francophones à partir de quelques exemples en me fondant sur le rôle qui jouait la Francophonie institutionnalisée en tant que médiatrice entre les groupes d’intérêt différents – ou bien si elle jouait un rôle au fait –, tout comme montrer les succès ou échecs dans ses ambitions dans le sens politique/juridique générales et les désaccords au sein de l’organisation et dans les liens franco-africains. Pour en conclure, il y aura un résumé rendant compte des résultats obtenus et jugeant les forces et faiblesses dans ces relations relatif à la médiation déjà mentionnée. Je ferai ainsi en m’appuyant principalement sur des sources secondaires, soit sur internet soit imprimées comme par exemple Qu’est-ce que la Francophonie de Michel Tétu (1997), Une histoire de la Francophonie de Christian Valantin (2010) ou La politique française de coopération avec les états africains et malgache au sud du Sahara de Brigitte Nouaille-Degorce (1982) tout comme sur des sources primaires comme des chartes ou organigrammes.

Despite the loss of the French Empire, France and its former colonies are still bound by a common historical past. With the new global promotion of la Francophonie, the relation between the various constituencies of the French-speaking regions of the world is reexamined and debated in this book, through the conversation between scholars dealing with diverse texts and contexts that present the colonial contact and its imprint. The book illustrates how, in France and in its other worlds, that contact, its repercussions, and its memory are lived and expressed today in a variety of textual representations. The historical contact between France and its other worlds has given birth to new kinds of cross-cultural expressions in the arts, in literature, and in aesthetics, establishing interrelations and generating appropriations from both sides of the Hexagon frontier, highlighting the fluidity and the permeability of its cultural borders. The book subtext tells that the frontier between France and its other worlds is no more an unshakable geographical, political, and cultural limit, but rather a line that has become mobile, fluctuating, and permeable, and across which currents, ideas, sensitivities, and creativity are expressed, bearing testimony to vitality and diversity but also to a cross-fertilization of cultures and societies (re) crossing or meeting at that line.
