Les sociétés d'économie mixte locales (SEML) sont régies à la fois par la loi du 24 juillet 1966 relative aux sociétés commerciales et par celles du 7 juillet 1983 et du 2 janvier 2002, codifiées aux articles L. 1521-1 et suivants du CGCT. Leur essor est surtout constaté depuis 1983, suite aux lois sur la décentralisation. Il semble résulter en grande partie du pragmatisme des décideurs locaux dans leur choix d'outils pleinement adaptés aux situations à régler, notamment en matière d'aménagement, de construction et d'exploitation de services publics à caractère industriel ou commercial. Cet ouvrage examine les modalités de création et de fonctionnement des SEML. Il met l'accent sur les relations financières liant ces sociétés aux collectivités territoriales et sur les contrôles que celles-ci peuvent exercer.
