Les Kel Adagh, groupement touareg de l'Adagh (ou Adrar des Ifoghas, dans le nord du Mali actuel), sont une des composantes du vaste ensemble Touareg qui s'étend actuellement de l'Algérie au Nigeria, en passant par le Niger, le Burkina-Faso et le Mali. Leur histoire contemporaine est particulièrement originale : dernier groupe touareg du Soudan français à tomber sous la domination coloniale, ils se sont soumis sans combat en 1904, mais ont déclenché en 1963-1964, peu après l'indépendance du Mali, une révolte armée qui fut écrasée dans le sang et l'indifférence internationale. Après trente ans d'administration militaire malienne, ils se sont soulevés de nouveau en 1990, et ont été suivis par les autres groupes touaregs et maures du Mali et du Niger. Ils ont obtenu du gouvernement malien, en 1992, la signature d'un pacte national leur octroyant un statut particulier d'autonomie. En étudiant sur la longue durée (un siècle, de la prise de Tombouctou en 1893 à la signature du Pacte national en 1992), les évolutions qu'a connues cette population contrôlée par l'administration française, puis malienne, dans ce qu'il faut bien appeler une succession de colonisations, cette étude a pour but d'analyser et d'illustrer les causes et les conditions complexes d'un des conflits contemporains de la bande sahélienne, exemple des luttes où se mêlent retombées coloniales, volontés politiques, réactions identitaires, ethniques, mais aussi sociales et économiques d'une population sous dominations exogènes depuis le début du XXe siècle et, depuis la décolonisation, minoritaire au sein d'un Etat-nation en formation. Fondé sur le dépouillement exhaustif des fonds d'archives de la France coloniale et de la République du Mali, l'analyse de la presse européenne et africaine ainsi que sur la collecte de témoignages oraux au cours de nombreuses enquêtes de terrain, cette étude sur les Kel Adagh représente la première synthèse historique sur un sujet problématique et fort éclairant à plus d'un titre. En effet cette histoire, passionnante en elle-même, l'est tout autant parce qu'elle croise et illustre les grands débats africains de la colonisation, de la décolonisation et de l'indépendance. L'analyse du type de colonisation imposée à la religion oblige à reconsidérer le modèle classique d'une administration coloniale française directe, et à mieux cerner les modes de contrôle ainsi que les résistances - nombreuses - à ce dernier. Elle permet aussi d'étudier les évolutions spécifiques du processus de structuration de l'Etat post-colonial. En face d'élites jacobines qui avaient été les leaders du mouvement indépendantiste, les Touaregs opposaient leur volonté d'émancipation, une conception fédérale des rapports politiques et, surtout, le concept d'une terre communautaire à la notion de propriété individuelle ou étatique. Ces deux visions du monde se sont opposées au cours de conflits violents, inscrits par ailleurs dans un autre débat, celui de l'existence même des frontières héritées de la colonisation.
