Les transports dans les villes africaines sont marqués par une crise profonde du modèle importé des entreprises de service public, au point que presque toutes les entreprises d'autobus ont disparu. Mais on observe aussi des manifestations dynamiques à base d'artisanat (minibus, taxis collectifs, taxi-motos...) que l'on pourrait espérer de sortie de crise si de nouvelles organisations pouvaient en émerger : c'est le temps du désordre inventif. Plutôt qu'un schéma d'analyse trop ordonné et simplificateur face à une réalité complexe, ce livre propose de multiples entrées sous forme abécédaire pour exposer l'état des connaissances sur la mobilité urbaine quotidienne en Afrique subsaharienne. Cette option permet au lecteur de cheminer à son goût dans les sentiers thématiques qui l'intéressent, soit à travers la présentation des cas d'une dizaine de villes représentatives telles que Abidjan, Dakar, Johannesbourg, Lagos ou Nairobi, soit à travers des synthèses sur les thèmes transversaux majeurs qui structurent actuellement les débats et les politiques, tels que Energie, Environnement, Informel, Mobilité, Pauvreté, Service public, Voiture... et Zemidjan ou taxi-moto. Ce sont au total 36 articles qui sont proposés. Des réflexions méthodologiques et critiques sont introduites dans la plupart des articles, tant sur les concepts que sur la production de l'information, ce qui en fait aussi un ouvrage à visée pédagogique. S'il ne porte que sur les villes d'Afrique au sud du Sahara, il renvoie à des questions majeures qui concernent d'autres régions du monde, France comprise. L'ouvrage rassemble les contributions de 24 auteurs africains et européens, en majorité francophones mais aussi quelques anglophones. Il témoigne de la capacité d'expertise en construction et en devenir sur ces questions vitales pour l'avenir des villes africaines, conformément aux objectifs du réseau Sitrass.

At times of economic and political crisis in Sub-Saharan Africa, urban dwellers display a large degree of creativity in their survival strategies by developing social networks and constructing imaginative and original practices and ideas. This volume views the urban neighbourhood from two different perspectives and explores the importance of these creative processes. The first approach considers the neighbourhood as a geographical domain in which people are engaged in a variety of activities to advance their material and immaterial well-being, making use of their ‘wealth’ of opportunities, assets and diverse forms of natural, physical, financial, human and social capital. Neoliberalism has become the dominant development agenda in Africa. Faced with a deep economic and political crisis, African governments have been compelled by powerful external agencies, in particular the Bretton Woods institutions and western states, to pursue this agenda as a necessary precondition for the receipt of development aid. Public transport systems in contemporary Sub-Saharan African cities are heavily reliant upon paratransit services. These services are defined as informal transportation which operates between the public and individual private spheres. In Africa paratransit is characterized by low quality of vehicles and chaotic management but it also provides cheap, accessible and flexible transport solutions for the urban poor. It is typically poorly regulated and operates as a set of informal businesses. A common result of weak public sector regulation and a fare strategy in which owners claim a fixed daily revenue target and drivers who keep the variable balance as income, is destructive competition and poor quality of service. There is an incontrovertible case for improving the quality, reliability and coverage of public transport systems, and some city governments have attempted to do so by initiating reform projects that envisage the phased replacement of paratransit operations with formalised bus rapid transit systems. In this book the authors argue that there are, however, path dependencies and constraints that limit the possible extent of public transport system reform. Paratransit operations also have some inherent advantages with respect to demand responsiveness and service innovation. Attempts to eradicate paratransit may be neither pragmatic nor strategic. Two future scenarios are likely: hybrid systems comprised of both paratransit and formally planned modes; and systems improved by upgrades and strengthened regulation of existing paratransit services. The business strategies and aspirations of incumbent paratransit operators in three case cities – Cape Town, Dar es Salaam and Nairobi – are discussed, as well as their attitudes towards emerging public transport reform projects. International experiences of hybrid system regulation and paratransit business development are reviewed in order to explore policy options. The authors contend that policies recognising paratransit operators, and seeking contextually appropriate complementarity with formalised planned services, will produce greater benefits than policies ignoring their continued existence.
