One of the lessons learned from emergencies or disasters in the South-East Asia Region is that information and knowledge management is a weak area. The Indian Ocean tsunami of 26 December 2004 was no exception. In any emergency, no matter how difficult, information needs to be collected, stored, and retrieved systematically for analysis. This should be done before, during and after any event. By having a disciplined structure and practice around these activities, we can be more effective in turning information into knowledge and knowledge into action. This was one of the goals of this book; the other was to take up the challenge of documenting a mega-event. This way one can review what happened on 26 December 2004 by correlating diverse information from various sources and how this impacted health. This book, in two volumes, serves as a reference textbook for the event itself as it happened in each country of study and provides a method for documenting emergencies in the larger discipline of emergency risk management in health. Populations will always live with risks and managing them better can only come with well-informed, evidence-based action, especially those that have a bearing on health. The book contributes to this practice-the information is relevant for future events and contributes to better public health practice in emergencies.

On the 26th of December 2004, India and Sri Lanka suffered one of their worst natural calamities. A massive 9.0 magnitude earthquake hit Indonesia off the west coast of Northern Sumatra at 6:29 a.m. (IST) followed by a second earthquake 81 km west of Pulo Kunji, Great Nicobar three hours later. The earthquakes triggered giant tidal waves, which hit 2,260 km of Indian coastline along the southeast coast and more than 1000 km along the north, east and southern coasts of Sri Lanka, causing colossal damage. The current estimates suggest that more than 31,000 people were killed in Sri Lanka and approximately 11,000 people were killed in India. More than two million people were affected by this disaster in the two countries, with the number displaced hovering at about 1 million. The reactions to the Tsunami were vastly different in each country. The Indian government declined international assistance for relief operations, declaring that sufficient resources were available in the country to assist those made vulnerable. A significant amount of coordination and actual relief effort was done by the government. In Sri Lanka, the government was initially slow to respond and international, regional and local NGOs were given relatively free access to Tsunami affected areas (except in the politically sensitive northern and eastern provinces). In both countries, the government (central, state and district levels), local NGOs, international NGOs already operating within the country, the private sector and religious groups all set relief processes in motion. In an effort to understand the dynamics of the relief operation and gather data to inform future relief efforts, Fritz Institute conducted a study of NGOs' and affected families in all the districts affected by the Tsunami in India and Sri Lanka. This report outlines the top line findings of the study. The NGO portion of the study included interviews with the relief coordinators of 226 NGOs in India and 150 NGOs in Sri Lanka. The affected families' component included 802 interviews from 100 villages in India and 604 interviews from 97 villages in Sri Lanka. Both quantitative and qualitative methodologies were used. All the interviews were conducted in March-April 2005 by trained, native, bilingual investigators using English and/or the local languages, as appropriate.

During the past 10 years following the 2004 Indian Ocean Tsunami, invaluable lessons have been learned and great changes have been observed. Immediately after the disaster, the second World Conference on Disaster Reduction was held in Kobe, Japan, and formulated the Hyogo Framework for Action (HFA: 2005–2015). HFA provided a platform and framework for changes and innovations, many of which were part of the recovery programs in the different countries affected by the 2004 disaster. The NATO Advanced Research Workshop, “Decision Support for Natural Disasters and Intentional Threats to Water Security” was the result of close collaboration between environmental, security, water resource, and health officials in the United States and Croatia. The premise of the Workshop is that multiple, disparate threats to water security exist, and that shared decision support structures provide effective means for avoiding and responding to potential or actual situations. The Workshop was co-directed by Professors Tissa Illangasekare of the Colorado School of Mines, and Dragutin Geres of Hrvatske vode. The Workshop was organized into a series of case studies, presentation of management tools, or a combination of the two. Presentations were further organized as to (1) Natural Occurrences, (2) Anthropogenic Causes, and (3) Decision Support Tools. Delegates from eleven countries assembled to explore these topics at the Hotel Dubrovnik President in Dubrovnik from April 22–25, 2007. A total of thirty delegates from NATO, Partner, Mediterranean Dialog, or other countries were in attendance. The final program included technical sessions using a presentation and dialog format, a field trip, and networking sessions.
