Der vorliegende Band "Zwischen Demokratie und Diktatur. Zur Konzeption und Empirie demokratischer Grauzonen" ist das Ergebnis zweier Tagungen des Arbeitskreises Systemwechsel der Deutschen Vereinigung für Politische Wis senschaft (DVPW). Die erste fand am 4. und 5. Juni 1999 in Loccum, die zweite vom 10. bis 11. Dezember 1999 in Berlin mit freundlicher Unterstützung der Fritz-Thyssen-Stiftung statt. Der Arbeitskreis wurde im Herbst 1993 in Heidelberg gegründet und ein Jahr später erschien der erste Band der gleichnamigen Reihe. In der Zwischen zeit sind in dieser Reihe insgesamt fiinf Bände erschienen, die sich in systema tisch-vergleichender Absicht mit Grundproblemen des Systemwechsels be schäftigten. Der erste Band diskutierte und prüfte die "großen" Theorien und Grundfra gen der Systemwechselforschung und verdeutlichte damals bereits das Grund konzept der folgenden Bände. Grundsätzliche und theoretisch bzw. konzeptio nell orientierte Arbeiten verbanden sich mit Studien zu einzelnen Areas bzw. Ländern in der Absicht, die rein deskriptive Dimension vieler Länder-und Re gionalanalysen zu überwinden, die vielfach unverbunden nebeneinander beste henden Regionalforschungen zu verknüpfen, ihre Befunde systematisch mitein ander zu vergleichen und auf induktivem Wege zu theoretischen Erkenntnissen zu gelangen. Diese Grundorientierung wurde in allen weiteren Bänden der Rei he "Systemwechsel" beibehalten und hat sich grundsätzlich bewährt.

"Georg von Rauch (1904 - 1991) was a Baltic German historian specializing in Russia and the Baltic states. Rauch was born in Pskov, the son of Kornelius von Rauch, who was serving in the Russian army; in 1911 the family moved to Sangaste in southern Estonia, then part of the Russian Empire. Rauch graduated from the University of Tartu with a degree in history in 1927, leaving for Germany in 1939. He joined the staff of the University of Marburg, where he taught Russian history, in 1946, becoming a professor in 1953. In 1958 he accepted an offer from the University of Kiel, where he became head of the Institute on East European History. His pioneering history of the Soviet Union was translated into other languages and became a standard textbook. His son was the anarchist Georg von Rauch, killed by the police in 1971."--Wikipedia.

The Red Army expelled the Germans in 1944 and reincorporated Latvia as a Soviet Republic. By the end of the war, an estimated 180,000 Latvians fled to the West. The Soviets would deport at least another 100,000. Das Bild ubiquitären Versagens und moralischer Stumpfheit der deutschen Justiz ist fest etabliert. Edith Raim stellt es nicht ganz auf den Kopf, sie relativiert die gängige Deutung aber in vielerlei Hinsicht. Ausgangspunkt ist die facettenreiche Sozialgeschichte der westdeutschen Justiz nach 1945, wobei auch die leidenschaftlichen deutsch-alliierten Diskussionen über die nationalsozialistischen "Verbrechen gegen die Menschlichkeit" untersucht werden. Den Kern der Darstellung aber bildet die Analyse zahlreicher deutscher Gerichtsverfahren, die brisanten Themen wie der "Reichskristallnacht", der "Arisierung", der "Euthanasie" sowie Denunziationen oder KZ-Verbrechen gewidmet waren. Auch die deutsche Justiz blieb, als es das Dritte Reich nicht mehr und die Bundesrepublik noch nicht gab, keineswegs untätig. Nie wieder wurde so intensiv ermittelt wie damals. Dass die Gerichte dabei Beachtliches leisteten, ist im vergangenheitspolitischen Diskurs kaum präsent. Edith Raim hebt es auf beeindruckende Weise in unser Bewusstsein.
