The growth of the Internet has been propelled in significant part by user investment in infrastructure: computers, internal wiring, and the connection to the Internet provider. This "bottom-up" investment minimizes the investment burden facing providers. New technologies such as wireless and data transmission over power lines, as well as deregulation of telecommunications and electric utilities, will provide new opportunities for user investment in intelligent infrastructure as leverage points for Internet and broadband access. Recasting the "problem of the last 100 feet" as "the opportunity of the first 100 feet," this book challenges individuals, businesses, and policymakers to rethink fundamental issues in telecommunications policy. The contributors look at options for Internet and broadband access from the perspective of homeowners, apartment complexes, and small businesses. This is the report of a task force formed to map out a strategy for achieving the federal government goal of ensuring that broadband services are available to businesses & residents in every Canadian community by 2004. In this report, broadband is defined as a high-capacity two-way link between an end user & access network suppliers capable of supporting full-motion, interactive video applications. The first part reviews the benefits of broadband communication; the physical, economic, and social distance that separate communities (such as urban versus rural, Aboriginal versus non-Aboriginal) and the possibility of using broadband communications to help bridge that distance; and the state of broadband communication in Canada today. The second part begins with an overview of the work, guiding principles, and strategic approach of the task force. It then presents an action plan for achieving basic broadband access for all Canadians by 2004, including the priority elements of a broadband access strategy. Finally, it discusses the deployment of broadband technology in areas of Canada that the market is unlikely to serve by 2004. Recommendations are made regarding equitable & affordable access, raising awareness & encouraging use, innovation in content & applications, government leadership, and investment in innovation & use. The appendix includes information on a number of models of broadband deployment.

This book investigates how broadband internet can be provided to remote and isolated communities through the use of satellite and other enabling technologies, in the form of a self-contained broadband apparatus. Broadband touches nearly every aspect of the U.S. economy, providing Americans with unprecedented opportunities in employment, education, health care, entrepreneurship, and civic participation. For millions of Americans without adequate access to broadband, however, the possibility of falling behind in the knowledge-based economy is real. Recognizing this concern, the American Recovery and Reinvestment Act provided $7.2 billion to stimulate economic growth and create jobs by expanding the deployment and adoption of broadband services. The Administration is now announcing the first of the Recovery Act broadband awards. By leveraging federal dollars, the Administration's Recovery Act investments will expand broadband access throughout the nation and provide more Americans--in both urban and rural areas--with the opportunity to succeed in the digital age. Among the awards are investments in "middle-mile" networks, which connect unserved or underserved communities to the Internet backbone. These investments will maximize the impact of federal dollars by encouraging private service providers to build connections to homes and businesses using the publicly funded infrastructure. In rural areas and areas with low population density that are difficult to reach, Recovery Act awards will fund investments in the "last mile" of service, which will help provide connections to homes and businesses that would otherwise go without high-speed Internet access. These critical broadband investments will create tens of thousands of jobs and stimulate the economy in the near term. By providing broadband-enabled opportunities to previously underserved communities, these investments will also lay the foundation for long-term regional economic development and foster a digitally literate workforce that can compete in the new knowledge-based economy.
