En esta segunda edición del libro, se propone identificar algunas problemáticas del sistema de comercio internacional, o por lo menos aquellas que afectan a Colombia, y plantea algunas soluciones a partir de los principios sobre los cuales se erige este sistema, como el principio de no discriminación o principio de liberalización del comercio, sin olvidar, los principios que son el fundamento de las relaciones internacionales en el Estado social de derecho colombiano, como los principios reciprocidad, equidad y conveniencia nacional. Así, el reto de Colombia frente a la gobernanza del comercio internacional no se limita a un problema jurídico de cómo cumplir con las obligaciones de los TLC sin violar obligaciones OMC o de otros tratados como los de derechos humanos; tampoco, es un problema cuantitativo, es decir, ¿cuántos TLC más se deberían firmar? o ¿si son suficientes los tratados vigentes para lograr lo beneficios de la liberalización del mercado colombiano? La mayor dificultad es cualitativa, esto es, ¿con quiénes y cómo se negocian estos TLC?, lo que se llamará a lo largo de este libro la "administración del comercio internacional", que permite a los gobiernos calcular los beneficios y anticipar los costos económicos y sociales de la apertura de sus mercados. En esta nueva edición se destaca un ejemplo de ello, que se evidenció en los retos de la pandemia de la COVID-19, donde se presentaron dilemas entre el cumplimiento de obligaciones de protección de patentes frente a obligaciones de acceso a medicamentos y de salud pública.
