Mediterranean states are often thought to have 'democratised' only in the post-war era, as authoritarian regimes were successively overthrown. On its eastern and southern shores, the process is still contested. Re-imagining Democracy looks back to an earlier era, the late eighteenth and early nineteenth centuries, and argues it was this era when some modern version of 'democracy' in the region first began. By the 1860s, representative regimes had been established throughout southern Europe, and representation was also the subject of experiment and debate in Ottoman territories. Talk of democracy, its merits and limitations, accompanied much of this experimentation - though there was no agreement as to whether or how it could be given stable political form. Re-imagining Democracy assembles experts in the history of the Mediterranean, who have been exploring these themes collaboratively, to compare and contrast experiences in this region, so that they can be set alongside better-known debates and experiments in North Atlantic states. States in the region all experienced some form of subordination to northern 'great powers'. In this context, their inhabitants had to grapple with broader changes in ideas about state and society while struggling to achieve and maintain meaningful self-rule at the level of the polity, and self-respect at the level of culture. Innes and Philip highlight new research and ideas about a region whose experiences during the 'age of revolutions' are at best patchily known and understood, as well as to expand understanding of the complex and variegated history of democracy as an idea and set of practices.

A compelling look at how a people can be unfree even though they are not oppressed Italy is a country of free political institutions, yet it has become a nation of servile courtesans, with Silvio Berlusconi as their prince. This is the controversial argument that Italian political philosopher and noted Machiavelli biographer Maurizio Viroli puts forward in The Liberty of Servants. Drawing upon the classical republican conception of liberty, Viroli shows that a people can be unfree even though they are not oppressed. This condition of unfreedom arises as a consequence of being subject to the arbitrary or enormous power of men like Berlusconi, who presides over Italy with his control of government and the media, immense wealth, and infamous lack of self-restraint. Challenging our most cherished notions about liberty, Viroli argues that even if a power like Berlusconi's has been established in the most legitimate manner and people are not denied their basic rights, the mere existence of such power makes those subject to it unfree. Most Italians, following the lead of their elites, lack the minimal moral qualities of free people, such as respect for the Constitution, the willingness to obey laws, and the readiness to discharge civic duties. As Viroli demonstrates, they exhibit instead the characteristics of servility, including flattery, blind devotion to powerful men, an inclination to lie, obsession with appearances, imitation, buffoonery, acquiescence, and docility. Accompanying these traits is a marked arrogance that is apparent among not only politicians but also ordinary citizens.

Nel pensiero politico di Ralf Dahrendorf un tema ricorre costantemente, sia che si tratti di liberalismo sia della democrazia rappresentativa: le costituzioni politiche sono radicate nelle strutture sociali, stato politico e stato sociale sono mutualmente interdipendenti. In assenza di specifiche strutture sociali, la democrazia rappresentativa non può divenire effettiva, e quindi corrispondere a una realtà evidente perfettamente valutabile. Ancora. Le strutture sociali pongono limiti molto ristretti all’effettività delle forme politiche. Esistono, in altri termini, precisi elementi strutturali che permettono l’oggettivazione della democrazia liberale, e non altri. Si tratta certo di una concezione che deve molto a Tocqueville, la sua immagine illumina il pensiero dahrendorfiano sulla democrazia. Pur tuttavia non è l’unico elemento ricorrente. Ideale e reale qui si confrontano. L’idea di democrazia, infatti, si misura con la realtà sul terreno della prassi politica. Non a caso Ralf Dahrendorf è presente in quattro diversi parlamenti in cui ha visto all’opera il cambiamento senza violenza, l’argomentazione razionale, l’espressione della maggioranza e il controllo del governo. Non si tratta solo dei princìpi fondamentali della teoria politica democratica, ma anche della sua formula politica, con la quale interpreta i cambiamenti negli spazi politici globali. Si tratta di spazi nei quali il potere è libero da vincoli, si misura sulla base di rapporti di forza, non conosce regole e procedure se non quelle dell’economicismo, della tecnica, della finanziarizzazione. Tuttavia lo Stato nazionale e la democrazia parlamentare sono ancora decisivi. Proprio perché pensa questo, egli crede che nello spazio globale i principi della democrazia rappresentativa devono essere tradotti in realtà. Certo, Dahrendorf non è in grado di indicare nuove soluzioni, ma si limita a mostrare delle semplici proposte per gestire il dibattito pubblico nel passaggio da una democrazia classica ad una «nuova democrazia».

This book offers a critical analysis of the European colonial heritage in the Arab countries and highlights the way this legacy is still with us today, informing the current state of relations between Europe and the formerly colonized states. The work analyses the fraught relationship between the Western powers and the Arab countries that have been subject to their colonial rule. It does so by looking at this relationship from two vantage points. On the one hand is that of humanitarian intervention—a paradigm under which colonial rule coexisted alongside “humanitarian” policies pursued on the dual assumption that the colonized were “barbarous” peoples who wanted to be civilized and that the West could lay a claim of superiority over an inferior humanity. On the other hand is the Arab view, from which the humanitarian paradigm does not hold up, and which accordingly offers its own insights into the processes through which the Arab countries have sought to wrest themselves from colonial rule. In unpacking this analysis the book traces a history of international and colonial law, to this end also using the tools offered by the history of political thought. An examination of the links between radicalism in Victorian England, and the Risorgimento movement in Italy. This book provides powerful new insights into the history of Italy's long Risorgimento, by tracing the entanglements of the Mazzinian "international". This informal group of men and women crossed the boundary of the Channel and the boundary of class to speak a common language and share a radical ideal: Giuseppe Mazzini's vision of a unified, republican Italy. Published in the radical press, the exile's writings on democracy, education, association and citizenship inspired both Oxford social reformers and self-improving artisans gathering in provincial reading rooms, co-operative societies, republican clubs and educational institutes: for them republican Italy became a transnationaldream. Indeed, when Italy was unified under a constitutional monarch in 1861, British Mazzinians were bitterly disappointed. Setting off for Italy on their first "co-operative tour" in 1888, East London workers embarked on an educational pilgrimage, dotted with Mazzinian landmarks. Despite the fin de siècle crisis, Victorian radicals' enduring faith in Italy's democratic future remained steadfast. Indeed, when Fascists subsequently appropriated Mazzini's national dream, post-Victorian Mazzinians would unequivocally voice their support for Italian anti-Fascists, who championed the principles of global democracy. Drawing on a wide range of material, the author adds a crucialnew dimension to the history of Victorian radicalism in Britain, and to the "new history of the Risorgimento".
