Molti governi hanno represso il dissenso, talvolta usando come pretesto le misure per controllare il Covid-19. Hanno fatto uso eccessivo della forza per sopprimere le proteste contro la brutalità della polizia e la discriminazione. Hanno messo a tacere le critiche di difensori dei diritti umani e oppositori con nuove limitazioni alla libertà d’espressione e il ricorso alla sorveglianza. Il sistema di governance globale è stato messo a dura prova, anche a causa degli attacchi di potenti governi alle istituzioni multilaterali. Tuttavia, i leader mondiali avranno l’opportunità di plasmare un futuro post-pandemia più giusto, se metteranno i diritti umani alla base delle misure per la ripresa e la cooperazione internazionale.
