Abstract: Life Cycle Cost Analysis (LCCA) is performed by transportation agencies in the design phase of transportation projects in order to be able to implement more economical strategies, to support decision processes in pavement type selection (flexible or rigid) and also to assess the relative costs of different rehabilitation options within each type of pavement. However, most of the input parameters are inherently uncertain. In order to implement the LCCA process in a reliable and trustworthy manner, this uncertainty must be addressed. This thesis summarizes a through research that aims at improving the existing LCCA approach for South Carolina Department of Transportation (SCDOT) by developing a better understanding of the parameters used in the analysis. In order to achieve this, a comprehensive literature review was first conducted to collect information from various academic and industrial sources. After that, two surveys were conducted to survey the state-of-the-practice of LCCA across the 50 U.S. Departments of Transportation (DOTs) and Canada. The questionnaires were designed to gauge the level of LCCA activity in different states as well as to solicit information on specific approaches that each state is taking for pavement type selection. The responses obtained from the web surveys were analyzed to observe the trends regarding the various input parameters that feed into the LCCA process. The results were combined with the additional resources in order to analyze the challenges to implementing the LCCA approach. The survey results showed LCCA is used widely among transportation agencies. However, the extent of the analysis varies widely and is presented here.

The life cycle cost analysis program (LCCA) is designed to automate and standardize life cycle costing in Virginia. It allows the user to input information necessary for the analysis, and it then completes the calculations and produces a printed copy of the results. The program requires the user to input site-specific information as well as the initial costs for each alternative. It calculates user costs automatically and reduces all costs to their present value. It is these present value costs that are used in the final ranking of alternatives. Although this program is not as sophisticated as some of the software currently in use, it is a step toward the completion of life cycle costing in Virginia's pavement management system. LCCA should be regarded as another tool in the pavement management decision-making process.

Transportation agencies seek to optimize their public budget to finance the construction and maintenance of pavements. Life Cycle Cost Analysis (LCCA) is a decision support tool that allows agencies to contrast and optimize infrastructure design alternatives based on the costs of the asset over its lifetime. In this thesis, statistical distributions were developed to study the variability associated with LCCA inputs based on agency historical data of the Province of Manitoba and the City of Winnipeg. A case study was used to compare the deterministic and the probabilistic computational approaches results. The results demonstrated that a probabilistic LCCA provides reliability levels for the evaluation of the total project cost, which allows for analyzing the risk associated with each alternative and avoiding cost overruns. It is recommended that transportation agencies consider probabilistic LCCA as part of their decision-making process due to the economic benefits and reliability levels that this approach provides.
