This volume gives specialists and students alike a comprehensive political history of Peru that includes the first full-length treatment of the 1980s, a decade in which early optimism sparked by the return of democratic rule gave way to widespread pessimism amidst a full-blown social, economic, and political crisis. Discussed are Peru's return to democracy in the 1980s and the multiple challenges that process has faced. The study traces the growth of the Sendero Luminoso insurgency; the economic collapse that brought Peru hyperinflation coupled with its deepest depression of the twentieth century; and the evolution of the electoral political system that brought Alberto Fujimori, a political novice, to the presidency in 1990. While studies of global water access concerns have traditionally focused on rural areas, megacities such as Lima, Peru, have become increasingly important to include in future considerations. As these rapidly growing metropolises expand in both population and number of megacities throughout the globe, further research is needed to inform decisions about urban water policy. Using a case study of fourteen barrios in Lima, Peru, set within the context of the hydro-social cycle, this research explores the intersection of water access as a global crisis, urban problem, and daily experience. The research question presented here is: What are the relationships between key neighborhood variables and water access in Lima, Peru? These relationships are examined through analysis of the barrios’ predominant water access types in relation to other barrio attributes including: female and male literacy rates, female and male income levels, percentage of homeowners, job security, health, concern about local infrastructure, population density, and various geographical considerations including distance from city center, and proximity to other barrios. Analysis revealed five of the ten variables to be related in some way to water access type. When considering access to improved drinking water, it is not enough to force the varied and complex experiences of individuals into the rigid numbered boxes of statistics reported as broad-scale statistics by IGOs or nation states. Generalized figures have their place, but cities would not form or grow without those small communities which continue to add such growth every day—“cities”, then, cannot be thought of as singular and homogenous units, but must be consciously understood as pieces creating a whole. It may not, perhaps, be feasible to look at every piece when conducting international or even global research, but work done on the smaller scale, such as that included in the study of these fourteen barrios, can inform the broader context and provide finer accuracy.

In an apparent effort to turn attention away from its own responsibility in the crisis, the government launched a campaign against petty marketers and street vendors, an occupational group composed in large part of poor women. Based on interview data collected in 1977 in the city of Huaraz, along with national news reports from Lima, dating from 1977 to the present, this paper analyzes the emerging conflict between the national elite and impoverished marketers in Peru.
