This book is a critical account of the disconnected nature of governance, conservation and livelihood initiatives in the Indian Sundarbans, an active delta that spreads over 25,500 sq. km across India and Bangladesh and lies in the Bay of Bengal. It draws a holistic picture of the disaster-prone delta in eastern India, which is a UNESCO World Heritage Site and also one of the largest tracts of mangrove forests in the world. The author juxtaposes the vulnerable lives and frequently displaced existence of the islanders against the dominant strategies of conservation and development followed by the state.

Because most environmental problems result from human intervention in the ecosystem, ecological research in the social sciences is now joining research in the biological and physical sciences as a means of addressing long-range problems. Within this type of social science research, no problem is more important than the investigation of disasters. To assess the impact of sudden cataclysms on the living conditions of families or communities, scientists need a set of pretested, standardized measures that can be used cross-culturally. Once a disaster strikes, investigators are often faced with insufficient tools for assessing its impact and evaluating whether aid programs have enabled households to recover or improve their conditions. In this book, the authors introduce and describe a measure--the Domestic Assets Scale---that they have developed to deal with these research problems. They first present theoretical arguments that relate living conditions to the concepts of disaster and development; they then show how the measure was constructed with the use of data collected in sample communities in Italy, Mexico, Peru, Turkey, the United States, and Yugoslavia. Throughout their discussions, they emphasize the practical application of their theoretical arguments and address the research problems and constraints faced by investigators using this procedure. Finally, they assess the validity and reliability of the Domestic Assets Scale and show how it can be used to measure long-term change, especially in the wake of catastrophic events.

Living with the Unexpected deals with complexity and uncertainty, two major challenges in a world faced with climate change and hazards. The study focuses on appropriate methods which enable vulnerable communities to cope effectively with natural hazards and disasters. The central goal of the book is an applicable combination of hazard management and development planning. Therefore, the reconstruction process following a disaster is understood as an opportunity for structural changes and self-organisation processes that foster sustainable development. In this context the potential of scenario planning as an evolutionary and participatory learning approach is addressed. The empirical research concentrates on the time before and during the volcanic crisis on the Caribbean Island Montserrat. Particular methods used are a systematic analysis of the complex system Montserrat, more than 200 interviews with stakeholders and citizens – concentrating on resource and hazard perceptions – as well as the organization and execution of various scenario workshops. The study shows that the opportunity to realise sustainable development on the island with the help of a participative, adaptive reconstruction process is better than ever. The population is sensitised to disasters and an uncertain future. Their preparedness to accept measures which are designed to reduce their vulnerability is high. The book provides insights into community narratives concerning life in the face of creeping calamities through a case study from the Colombian Andes. It sets out to make sense of the lived experience of disasters that are slowly unfolding as well disasters that have not yet occurred. This book explores what it means to live in anticipation of disaster and in anticipation of an uprooting of community, sense of self, and sense of belonging. It questions whether community resilience is a useful concept in the context of slow-onset geological hazards for which few viable solutions are available. The book forces us to think about how resettlement and displacement functions in the context of slow calamities, which presents distinct challenges, mainly related to lower political saliency than what is usually the case in emergencies. The book thus also has implications for how we think about the adverse impacts of climate change. By raising new questions on the nature of disasters and calamities and how we experience them, the book explores the challenges and tensions surrounding governance and governmentality.
