Nell'antichità , la "techne" non era suscettibile di giudizio etico come ogni abilità manuale o arte in genere, eccetto la medicina. Essa nell'antica Grecia si accompagnava spesso ad "episteme" e queste due parole designavano il conoscere in senso ampio, l'intendersene di qualcosa. Ma la "techne" in quanto agire umano sta a significare anche "produzione" di un oggetto che prima non esisteva. Questa produzione non intaccava la natura, e non ne sovvertiva le leggi. Conseguentemente, non sorgevano questioni sulla possibile minaccia all'integrità dell'ordine naturale. La tecnica era un misurato tributo alla necessità . Ogni etica del passato scaturiva da una concezione ben delineata della natura delle cose e dell’uomo. Il ragionamento e il buon senso stabilivano le norme e le regole da rispettare per un agire morale in vista del fine ultimo del bene umano. Soprattutto l’ambito dell’azione e dunque della responsabilità erano strettamente circoscritti. Oggi l’agire dell’uomo è cambiato e il grado di questa trasformazione è percepibile dagli effetti devastanti che si ripercuotono non solo sull’uomo, ma sull’intera biosfera. [...]

Il Laboratorio di diritto amministrativo nasce come iniziativa di incontro e scambio tra giovani studiosi della materia per discutere delle ricerche in corso di svolgimento.
