This paper is the first to investigate the relationship between think tanks and economic policy empirically. We use panel data for the US states to examine state-based, free market (SBFM) think tanks' relationship to eight key economic policy objectives. We find little evidence that SBFM think tanks are associated with more “pro-market” policies along the policy dimensions they aim to influence. However, we find stronger evidence that SBFM think tanks are associated with more “pro-market” citizen attitudes about the role of government vs. markets in economic policy. These results suggest that if think tanks' connection to economic policy is important at all, its importance may be long term and operate via the channel of “ideas.” In contrast to think tanks, we find evidence that political lobby groups are associated with current policy. This may reflect the fact that, unlike think tanks, lobby groups are legally permitted to lobby for policy changes directly. Thus they don't need to engage in a long-run “battle of ideas” to secure desired policy outcomes.

Although authoritarian countries often repress independent citizen activity, lobbying by civil society organizations is actually a widespread phenomenon. Using case studies such as China, Russia, Belarus, Cambodia, Malaysia, Montenegro, Turkey, and Zimbabwe, Lobbying the Autocrat shows that citizen advocacy organizations carve out niches in the authoritarian policy process, even influencing policy outcomes. The cases cover a range of autocratic regime types (one-party, multi-party, personalist) on different continents, and encompass different systems of government to explore citizen advocacy ranging from issues such as social welfare, women’s rights, election reform, environmental protection, and land rights. They show how civil society has developed adaptive capacities to the changing levels of political repression and built resilience through ‘tactful contention’ strategies. Thus, within the bounds set by the authoritarian regimes, adaptive lobbying may still bring about localized responsiveness and representation. However, the challenging conditions of authoritarian advocacy systems identified throughout this volume present challenges for both advocates and autocrats alike. The former are pushed by an environment of constant threat and uncertainty into a precarious dance with the dictator: just the right amount of acquiescence and assertiveness, private persuasion and public pressure, and the flexibility to change quickly to suit different situations. An adaptive lobbyist survives and may even thrive in such conditions, while others often face dire consequences. For the autocrat on the other hand, the more they stifle the associational sphere in an effort to prevent mass mobilization, the less they will reap the informational benefits associated with it. This volume synthesizes the findings of the comparative cases to build a framework for understanding how civil society effectively lobbies inside authoritarian countries.

Having information is key for most political decisions – both for decision-makers and societal actors. This is especially crucial in democratic countries where external stakeholders are invited to participate in decision-making pro- cesses. Assuming that every actor that gets involved in decision-making processes has a particular lobbying goal, there is a heterogeneous set of actors competing against each other to provide information to the decision-makers. This competition leads some stakeholders to be more successful in achieving their goals than others. Frames, and the framing of information, play an important role in such lobbying success. In this book, Daniel Rasch questions whether and, if so, how, information impacts lobbying success and shows how various actors perform in three instances of European decision-making. He does so by combining findings from a qualitative content analysis with the results of a cross-case analysis using the quantified qualitative data. The new dataset contains a representative sample of over 200 position papers from EU level and national consultations, press releases and evidence from national stakeholders in Germany, Sweden and the United Kingdom. Lobbying Success in the European Union effectively bridges research on interest mediation and framing studies, and offers a new model for measuring stakeholders’ success. This new and pragmatic approach to study lobbying success using a traceable and easy to use instrument can be adapted to any policy analysis and any issue.
