This book examines the sociological consequences of disaster relief and recovery, and uncovers its impact on the communities that were affected by the Indian Ocean tsunami in 2004. It is the most extensive and intensive study of post-disaster community rebuilding yet reported in the literature on the subject. The authors draw on this research to develop a three-phase strategy for moving from quick and effective relief to long-term social recovery work. While there have been many big natural disasters since then, none have affected so many local communities spread over so many nations and none have evoked the same kind of global response. A great deal of post-tsunami recovery work was done in India and Sri Lanka, with more than 500 international aid and humanitarian agencies involved in Sri Lanka alone – many with little experience in long-term community development. This book argues that international aid agencies must work patiently to put in place meaningful partnerships with local, community-based organisations as soon as long-term physical and social planning becomes possible. The authors explain that such an approach could help address some pre-existing vulnerabilities in disaster-affected communities. They argue that it is much easier to rebuild damaged infrastructure than to rebuild shattered lives, and to ensure that traumatised communities are not put under new stresses and strains, the ‘fault-lines’ within these communities need to be lessened.

During the past 10 years following the 2004 Indian Ocean Tsunami, invaluable lessons have been learned and great changes have been observed. Immediately after the disaster, the second World Conference on Disaster Reduction was held in Kobe, Japan, and formulated the Hyogo Framework for Action (HFA: 2005–2015). HFA provided a platform and framework for changes and innovations, many of which were part of the recovery programs in the different countries affected by the 2004 disaster. This book is a modest attempt to review the lessons learned through the recovery process in the affected region. The Indian Ocean Tsunami, which devastated 70 percent of Sri Lanka’s coastline and killed an estimated 35,000 people, was remarkable both for the magnitude of the disaster and for the unprecedented scale of the relief and recovery operations mounted by national and international agencies. The reconstruction process was soon hampered by political patronage, by the competing efforts of hundreds of foreign humanitarian organizations, and by the ongoing civil war. This book presents the results of a joint survey conducted as of the tenth anniversary of the 2011 East Japan Earthquake, by an international research collaboration consisting of researchers representing the major universities affected by recent mega-disasters in Asia, namely, the research group at Kobe University, Japan which has folllowed up ten year recovery process from the 2011 tsunami disaster in East Japan, the research group at the Graduate Program in Disaster Science, Syiah Kuala University in Aceh, Indonesia on the long-term recovery of 17 years after the 2004 Indian Ocean Tsunami, the research group at the Institute for Disaster Management and Reconstruction of Sichuan University, China focusing on the recovery status of 13 years after the 2008 Sichuan (Wenchuan) Earthquake; and the research group at the National College of Public Administration and Governance of University of the Philippines, on the rcovery from the 2013 Typhoon Yolanda that hit the Philippines. The purpose of the survey was to evaluate the status of human life recovery of disaster-affected populations and communities in Asia in the long term, for the ultimate purpose of reviewing and comparing the outcomes of different prioritizations among the plural goals of disaster recovery. Through such a review, the authors intend to induce policy implications to guide a better recovery process with lesser impact on the human life recovery in the future disasters that we humans are destined to meet. The target areas are 16 districts in Iwate and Miyagi prefectures in Japan, all typical areas seriously affected by the 2011 tsunami and subsequently came under the governmental construction works for the safety, as well as three villages in Banda Aceh and its outskirts in Aceh Special Province, Indonesia,; two districts in Mianyang city in Sichuan, China which were targetted by intensive reconstructon works conducted by the coupling assistance; and two village communities in Tacloban, the capital city of Leyte island hit by the 2013 Typhoon Yolanda. To realize the concurrent attainment of both safety and livelihood in the recovery planning, this joint survey has identified common issues for a successful cooperation between the local government and communities through the inclusive participation of various institutions representing the variety of interests in each community.

Natural disasters are often multifaceted and cause severe damage. Disasters initiated locally can become national and even global crises. Today’s world urgently needs a new body of knowledge and techniques for the mitigation of and response to disaster. On Sunday 26 December 2004, a tsunami of up to 30 metres high hit the northern tip of Sumatera in Indonesia, causing immediate destruction and the deaths of at least 130,000 in Indonesia alone. The scale of the devastation and ensuing human suffering prompted the biggest response endeavour to any natural disaster in history. Post-Disaster Reconstruction will be the first major book that analyses the different perspectives and experiences of the enormous post-tsunami reconstruction effort. It looks specifically at the reconstruction efforts in Aceh, one of the regions most heavily-hit by the tsunami and a province that has until recently suffered nearly three decades of armed conflict.
