The COVID-19 pandemic has brought the question of local governance and inter-governmental coordination to the centre of public administration. There is a general feeling across the world that the local government space is critical in managing pandemics. This volume is a collection of articles on the experiences of the local governments in dealing with the COVID-19 pandemic. Although the focus is on South Asia, especially India, it also provides perspectives on Europe, Africa and Latin America. The book will appeal to researchers, policy makers and practitioners who are interested in the interface between public health and local governance, particularly during emergencies. It also provides clues about the design of sustainable policy and governance, including the type of intergovernmental relations that should emerge in the post-COVID situation.

This book analyses efforts of Bangladeshi government and NGOs to strengthen local governance, and identifies the challenges posed by collaboration with NGOs. Presenting a dominantly qualitative study, the analysis explores whether engagement between the Sharique project to strengthen local governance and the Union Parishads has translated into success. In doing so, it argues that evidence points to a positive impact on institutionalising good governance and fiscal autonomy through widening participation in planning and decision-making, reinforcing accountability of functionaries and enhancing tax collection. Furthermore, this book demonstrates that the collaboration has aided the process of development of social capital between officials of councils and NGOs, as well as amongst the community members, encouraging future partnership governance. However, with the phasing out of the project as a propelling force, it also shows that the results fall short of being sustainable and, as such, that statuary support, unequivocal political commitment, and incentivising engagements are required to stabilise outcomes. Bridging a gap in the Development Studies literature, this book presents new findings on the collaboration of NGOs at the local level. It will be of interest to academics working in the field of South Asian Studies, Development Studies, and Asian Politics.

This book is an in-depth empirical study of four Asian and African attempts to create democratic, decentralised local governments in the late 1980s and 1990s. The case studies of Ghana, Cote d'Ivoire, Karnataka (India) and Bangladesh focus upon the enhancement of participation; accountability between people, politicians and bureaucrats; and, most importantly, on whether governmental performance actually improved in comparison with previous forms of administration. The book is systematically comparative, and based upon extensive popular surveys and local field work. It makes an important contribution to current debates in the development literature on whether 'good governance' and decentralisation can provide more responsive and effective services for the mass of the population - the poor and disadvantaged who live in the rural areas.

The book provides an analysis of local government in five South Asian countries; their evolution from the colonial period to present, and recent steps towards democratisation, decentralization, debureaucratization and fiscal autonomy. Most of these countries share a common colonial legacy and an administrative framework inherited from the British, yet, their paths to nation-building and political development have been quite deverse.

This volume, the first in a new series on governance, conflict, and civic action in South Asia, focuses on the larger countries of South Asia--Pakistan, India, Bangladesh, Sri Lanka, and especially Nepal. The 15 essays in this volume analyze democracy both as a process and as a value. The essays also examine in ethnographic detail the way in which democracy is actually experienced in South Asia, ranging far beyond conventional political structures to look at conflict resolution, rhetorics of foreign aid, ethnic organizations, Maoist practices of local government, Dalit resistance, and so on. Many of the processes that are analyzed in depth in the Nepalese context are shown to have their analogues in other South Asian countries. By putting Nepalese political and social processes firmly within their South Asian context, the current political crisis in Nepal is shown to be neither so radically new and different, nor so insoluble as it might appear. At the same time, the view from the peripheries of South Asia throws into relief the extent to which India has evolved away from the traditional caste-determined patron-client structures that once formed the framework of political action there. The volume is a significant contribution to the study of how local democracy actually operates in South Asia. It will be of interest to political scientists, sociologists, anthropologists, and development specialists.

Women In Governing Institutions In South Asia written by Nizam Ahmed and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-08-24 with Political Science categories.

This edited volume examines policies aimed at increasing the representation of women in governing institutions in six South Asian countries. Divided into three parts, it addresses the implications of uniformity and diversity for the substantive representation of women in parliament, civil service and local government. The contributing authors explore the scope and limits of ‘positive discriminatory policies’ within distinct country contexts, and the implications of the lack of such policies in other countries. Their findings shed new light on the extent to which the higher presence of women in different governing institutions matters, particularly in respect of promoting women’s issues; and also on the way men and women in different governing institutions look upon each other’s roles and adopt strategies for mutual adjustment. This innovative collection will appeal to students and scholars of gender studies, public policy and administration, international relations, law and political science.

This book analyzes the practice of local-level participatory planning and budgeting and its impact on gender responsive budgeting (GRB) in Bangladesh. The book offers a conceptual framework that brings into focus the contribution of successful participatory budgeting practice to ensure GRB – the examination of whether men and women fall under existing income and expenditure patterns differently. It suggests that the ideas of participatory budgeting and GRB should be evolving together to provide a concrete idea to address gender needs. The book provides a theoretical explanation that contributes to the consolidation of the practice of GRB at the local government level through participatory budgeting. Conceptualizing the process of participatory budgeting and GRB in the context of Bangladesh, the book will be of interest to researchers in the field of Development Studies, Political Science, Public Administration, and Gender, as well as Asian Studies, in particular, South Asian Studies.
