The familiar industrialisation of northern England and less familiar de-industrialisation of the south are shown to have depended on a common process. Neither rise nor decline resulted from differences in natural resource endowments, since they began before the use of coal and steam in manufacturing. Instead, political certainty, competitive ideology and Enlightenment optimism encouraged investment in transport and communications. This integrated the national market, intensifying competition between regions and altering economic distributions. Despite a dysfunctional landed system, agricultural innovation meant that the south's comparative advantage shifted towards the farm sector. Meanwhile its manufactures slowly declined. Once industry clustered in the less benign northern environment, technological changes in manufacturing accumulated there.This book portrays the Industrial Revolution as deriving from economic competition within unique political arrangements.

This book deals sequentially with major impediments to economic growth and their slow dissolution. It is original and quite different from standard economic history, which has always sought for one prime mover of the industrial revolution after another. These supposed positive forces are usually depicted as novel and little reference is made to inertia. Instead the barriers dealt with here run, in the first section, from early misallocations of resources to nineteenth-century reforms which of their nature indicate the problems to be overcome. The second section deals with more physical impediments and shocks, such as floods and settlement fires. These too are ignored in ordinary treatments, which this book will supplement or even replace. It will be of interest to academic economic historians and practitioners of neighbouring subjects such as economists, historians, historical geographers, and of course their students.

What does it take for a society to be able to innovate? The question is crucial today when an increasing share of world patents are taken out by countries such as Japan, South Korea and China, which have limited energy resources and cultures very different from those in the West. However, most previous studies of the beginnings of industrialization have focused on the resources and institutions of Britain alone. As a result, they have missed the lessons to be learned from casting the net more widely so as to examine all regions of the North-Atlantic community. This book pinpoints the surprising differences between innovating and non-innovating regions. Protection of property rights, a practical ideology and abundant resources were not sufficient to spark accelerated innovation. The key to the Industrial Revolution, this study shows through case studies and rigorous verification, was the effect of expanding social networks on people’s willingness to cooperate. Language standardization permitted the widening of circles of cooperation to encompass individuals with increasingly different sets of knowledge. The result was an unprecedented burst of what some linguists have called “double-scope blending” – the integration of hitherto unrelated concepts to create something new. These findings have important implications for corporate and government policy.

Agricultural Enlightenment explores the modernization of the rural economy in Europe through the lens of the Enlightenment. It focuses on the second half of the eighteenth century and emphasizes the role of useful knowledge in the process of agrarian change and agricultural development. This book provides a theoretical framework to better understand how firms, economies and labor markets have evolved. This is done in a reader-friendly fashion, without complex mathematical arguments and proofs. Economic Growth and the High Wage Economy shows how high wage economies help make firms and economies more productive and why high wage economies can be competitive even in an increasingly globalized environment. It also demonstrates why concerns that labor supply will dry up as wages increase and social benefits rise are largely based on impoverished economic reasoning. The first chapters provide a theoretical basis for the rest of the book, showing for instance how higher wages are prone to increasing the level of economic efficiency by getting people to work harder and smarter (mainly smarter). Altman also explains that our understanding of technological change can be markedly improved by modelling technological change as a product of higher wages and improved working conditions and other shocks to the economic system. As the book develops, it is shown that increasing and high levels of income inequality are not necessary for growth and development, because the economic ‘pie’ grows when the economic wellbeing of the lower half and even the middle improves. The evolution of the state can also be better understood by applying this analytical framework. So too can the persistence of inefficient systems of production and cultural traits that appear to be inconsistent with economic prosperity. On top of this, the book examines the implications of Altman’s theoretical framework for macroeconomic analysis and policy. Finally, it is shown that labor supply can be better understood by introducing target income into the analytical mix. The main contribution of this book is providing the theoretical underpinning for why relatively high wages and, moreover, competition with high wages is good for dynamic growth and development. This work establishes why an alternative model of labor supply, based on the notion and reality of target income, does a better job of explaining the evolution of labor supply. The latter also reinforces the view that increasing wage and workers’ benefits should not be expected to damage the economy, even in the realm of labor supply. This book will be of interest to public policy experts, trade unions, human rights experts and scholars of behavioural economics, labour economics and globalization.
