Este texto es el resultado de casi tres años de trabajo de campo e investigación de archivo en la república de Sudáfrica y otras regiones del subcontinente africano (2001-2004). Durante ese tiempo tuve la inmensa fortuna de recibir una gran cantidad de ímpetu y crítica constructiva a raíz de mi intercambio intelectual con diversas organizaciones e individuos en Ciudad del Cabo. Particularmente, quisiera recordar a mis colegas del Direct Action Centre for Peace and Memory, cuyo trabajo es un ejemplo de compromiso genuino con las ideas y la autocrítica en medio del cinismo de la academia y el acomodo, tanto teórico como existencial, de muchos de sus miembros. Como investigador asociado, en estos años he tenido la oportunidad de reflexionar sobre los aspectos políticos de la investigación social y sobre la naturaleza del trabajo en colaboración entre los "académicos" y los mal llamados "activistas". Nuestras interminables veladas –algunas veces celebrando el Día del Combatiente en medio de los turbulentos corredores de las "localidades negras", muchas de ellas entre las dunas humanas de las universidades sudafricanas, donde imaginábamos el futuro en medio del pasado– se atan indefectiblemente a la existencia, como los vacíos a estas letras. A través de ellos conocí a las abuelas de Gugulethu, por quienes siento un respeto profundo y silencioso: ellas me enseñaron que incluso en los momentos donde reina la más infame de las desesperanzas –y posiblemente por eso–, en las situaciones más desgarradoras de la vida humana, de cara al abismo de lo que parece imposible de nombrar, "en ese universo [donde] las deyecciones se confunden con las ingestiones", emergen las epifanías, pequeños haces de luz en medio de la infranqueable oscuridad: el acorde constante del viento rozando los árboles; la voz trémula de un niño acariciando el pecho cubierto de su anciana abuela; un murmullo débil, tembloroso, en medio de la desolación de la muerte. A ellas les agradezco no sólo esa fracción de sabiduría –que los académicos con frecuencia desprecian–, sino también el haber permitido que mi presencia fantasmal rondara sus vidas durante algún tiempo.

Ayudar a Estados y sociedades a recuperarse luego de un conflicto y a establecer las bases para una paz sostenible es una de las funciones centrales de la Organización de las Naciones Unidas (onu). Por esta razón, la Oficina de Apoyo para la Consolidación de la Paz de la onu (pbso, por su sigla en inglés), junto con los otros dos pilares de la arquitectura de Naciones Unidas para la construcción de paz —la Comisión de Consolidación de la Paz (pbc, por su sigla en inglés) y el Fondo para la Consolidación de la Paz (pbf, por su sigla en inglés)—, fueron creados para ayudar a preservar la paz en países en conflicto mediante la congregación de apoyo internacional para los esfuerzos nacionales de construcción de paz. La aproximación de la onu a la construcción de paz se guía por un conjunto de políticas generales desarrolladas a partir de su experiencia en distintos escenarios de conflicto y expuestas con profundidad en el reporte del secretario general sobre la consolidación de la paz inmediatamente después de los conflictos (junio del 2009). La construcción de paz es un esfuerzo multifacético y de largo plazo que requiere el compromiso coherente de diversos actores y que integra actividades políticas, humanitarias, de seguridad y de desarrollo. La construcción de paz debe ser consciente frente a los conflictos y adecuarse a las realidades únicas de cada situación de conflicto o postconflicto. Y, más importante aún, la construcción de paz debe fortalecer las capacidades nacionales para el manejo del conflicto en todos los niveles y establecer las bases para la paz y el desarrollo sostenibles.

In 2000, the U.S. passed a major aid package that was going to help Colombia do it all: cut drug trafficking, defeat leftist guerrillas, support peace, and build democracy. More than 80% of the assistance, however, was military aid, at a time when the Colombian security forces were linked to abusive, drug-trafficking paramilitary forces. Drugs, Thugs, and Diplomats examines the U.S. policymaking process in the design, implementation, and consequences of Plan Colombia, as the aid package came to be known. Winifred Tate explores the rhetoric and practice of foreign policy by the U.S. State Department, the Pentagon, Congress, and the U.S. military Southern Command. Tate's ethnography uncovers how policymakers' utopian visions and emotional entanglements play a profound role in their efforts to orchestrate and impose social transformation abroad. She argues that U.S. officials' zero tolerance for illegal drugs provided the ideological architecture for the subsequent militarization of domestic drug policy abroad. The U.S. also ignored Colombian state complicity with paramilitary brutality, presenting them as evidence of an absent state and the authentic expression of a frustrated middle class. For rural residents of Colombia living under paramilitary dominion, these denials circulated as a form of state terror. Tate's analysis examines how oppositional activists and the policy's targets—civilians and local state officials in southern Colombia—attempted to shape aid design and delivery, revealing the process and effects of human rights policymaking.

Through the lens of global capitalism theory, William Avilés examines democratization and civil-military relations in Colombia to explain how social and international forces led to the ostensibly contradictory outcome of democratic and economic reform coinciding with political repression. Focusing on the administrations in power from 1990 to the present, Avilés argues that the reduction in the institutional powers of the military within the state reflected changes in the structure of the global economy, the emergence of globalizing technocrats and politicians, and shifts in U.S. foreign policy strategies toward "democracy promotion." These same factors explain Colombia's establishment of a low-intensity democracy—a structure of elite rule in which the strategies of coercion (state and para-state repression) and consensus (competitive elections, civilian control over the military) maintain control and legitimacy. In the age of capitalist globalization, a low-intensity democracy is most concomitant with neoliberalism, establishing the political and economic environment most suitable to the investments of transnational corporations.
