For decades, Argentina's population was subject to human rights violations ranging from the merely disruptive to the abominable. Violence pervaded Argentine social and cultural life in the repression of protest crowds, a ruthless counterinsurgency campaign, massive numbers of abductions, instances of torture, and innumerable assassinations. Despite continued repression, thousands of parents searched for their disappeared children, staging street protests that eventually marshaled international support. Challenging the notion that violence simply breeds more violence, Antonius C. G. M. Robben's provocative study argues that in Argentina violence led to trauma, and that trauma bred more violence. Argentina's recently established democracy endured the trauma of four major military uprisings between 1987 and 1990, continuing even after the rebels' original motivations faded. Exploring the causes of the rebellions and the rebel movement's development, Deborah L. Norden's Military Rebellion in Argentina underlines the inherently undefined nature of new democracies and reveals important dimensions of how coalitions are formed within the armed forces. By focusing on a military movement rather than merely separate incidents of insurrection, this study reveals central motivations that could be otherwise overlooked. Norden begins with an analysis of the relation between democracy and military insurrection in previous postauthoritarian civilian periods, then turns to Argentina's long battle against military intervention in politics. The study focuses on the internally divisive effects of the 1976-1983 military regime, which generated the intra-army cleavages that emerged during the subsequent period of civilian rule, and the civilian policies that prompted the rebels to action. At the heart of the study is an examination of the evolution of military rebellion, looking at the shift from policy-provoked reaction to more independent, politically motivated organization. Norden also explores general themes such as intransigent interventionism and the effects of different military regimes in South America on the likelihood of democratic consolidation. Deborah L. Is it possible that the soldiers of mass atrocities--Adolph Eichmann in Nazi Germany and Alfredo Astiz in Argentina's Dirty War, for example--act under conditions that prevent them from recognizing their crimes? In the aftermath of catastrophic, state-sponsored mass murder, how are criminal courts to respond to those who either gave or carried out the military orders that seem unequivocally criminal? This important book addresses Hannah Arendt's controversial argument that perpetrators of mass crimes are completely unaware of their wrongdoing, and therefore existing criminal laws do not adequately address these defendants. Mark Osiel applies Arendt's ideas about the kind of people who implement bureaucratized large-scale atrocities to Argentina's Dirty War of the 1970s, and he also delves into the social conditions that could elicit such reprehensible conduct. He focuses on Argentine navy captain Astiz, who led one of the most notorious abduction squads, to discover how he and other junior officers could justify the murders of more than ten thousand suspected "subversives." Osiel concludes that legal stipulations labeling certain deeds as manifestly illegal are indefensible. He calls for a significant change in the laws of war to preserve both justice and the possibility of dialogue between factions in such sharply divided societies as Argentina. Osiel's proposals have profound implications for future prosecutions of Pinochet's lieutenants, Milosevic's henchmen, the willing executioners of Rwanda and East Timor, and other perpetrators of state-endorsed murder and torture.
