El activismo de derechos humanos suele asociarse con el trabajo de organizaciones internacionales que buscan incidir en la manera en que los estados abusivos actúan en diferentes partes del mundo. En Barrancabermeja, Colombia, según sostiene Luis van Isschot en Orígenes sociales de los derechos humanos, la lucha por los derechos se ha dado de forma más orgánica y ha estado circunscrita a un ámbito local, como resultado de una larga historia de activismo civil y social. El autor analiza en profundidad las vidas de activistas locales en una zona de conflicto y enmarca sus experiencias en importantes cambios sociales que han moldeado a América Latina a lo largo del siglo XX. Creada por la Standard Oil en 1919 y sede de la mayor refinería de petróleo del país, Barrancabermeja ha sido desde hace tiempo un campo de batalla crucial del conflicto armado colombiano. La ciudad, una de las áreas urbanas más militarizadas del mundo, ha sido base regional de las fuerzas armadas colombianas, así como de guerrillas de izquierda y del movimiento paramilitar nacional. En el contexto de una guerra sucia, cuyas víctimas fueron en su mayoría civiles, movimientos urbanos y rurales de Barrancabermeja y de su entorno próximo se unieron y crearon un movimiento para la defensa de los derechos humanos. Estos activistas prominentes solicitaron al estado colombiano la protección de derechos humanos básicos y denunciaron las más profundas desigualdades económicas, que consideraban como el origen del conflicto. Mediante el estudio detallado de las complejas dinámicas que se entretejen en Barrancabermeja, van Isschot muestra cómo las iniciativas que describimos como activismo de “derechos humanos” se derivan en gran parte de tales vivencias, asociadas con el autoritarismo, la guerra, la pobreza y la exclusión social. A través de un enfoque social e histórico, su análisis complementa y cuestiona el trabajo de investigadores que miran los asuntos asociados con los derechos fundamentalmente mediante una lente jurídica.

Both academics and diplomats frequently cite postwar El Salvador as an example of successful conflict resolution and democratization. Salvadoran human rights advocates, however, have had to continually and publicly express their support of key provisions in the 1992 peace accords. This freedom of expression contributed to the punishment of those responsible for the murder of opposition leader Francisco Velis and medical student Adriano Vilanova. Human rights advocates have been less successful in other areas, however, including their opposition to amnesty laws for wartime human rights violators and their work against vigilante death squads. This study covers the 1992 peace accords, which include the removal of human rights abusers from the military, the creation of a truth commission and the demilitarization of public security. It also discusses the troubling indications that the government is once again reducing the space available for freedom of expression, including the undermining of the Office of the Human Rights Counsel, the hostile attitude of President Francisco Flores, evidence of internal espionage and a changing international context. Later chapters focus on police reform. The book concludes by presenting some suggestions for increasing freedom of expression in transitional societies such as El Salvador. There is much evidence that shows human rights are likely to be a better protected right when citizens and civil society institutions routinely exercise their right to freedom of expression.
